Sheila Ashley, 15959 East 14th Street, said her parents own three <br /> parcels that are under eminent domain, and they are afraid and angry. <br /> They have worked hard and they are being told their property may be <br /> taken away from them. Mayor Faria said Mr. Martinelli would be glad to <br /> speak of specifics. Mr. Martinelli said someone from staff would talk <br /> to Ms. Ashland directly and would be able to answer all her questions. <br /> AA. Lou Filipovich, said he understands that' this joint venture is to keep <br /> the City from raiding certain funds that they are going to put into a <br /> combined effort. He said the State will be after the funds even though <br /> they are merging. He submitted a document and noted that this is going <br /> to be filed in lieu of legislature. He said it relates to the Brown <br /> Act and the open meetings and rules of regulation. It says <br /> redevelopment agencies prosper at taxpayers' expense. It relates to <br /> the whole aspect of redevelopment. He said the taxpayers should be <br /> allowed to choose if a project is going to be funded by taxpayers <br /> money. <br /> Mayor Faria asked if anyone had any questions they would like to ask the <br /> Supervisors? <br /> BB. Agnes Vesudo, 715 Begonia Drive, said her parents own property on <br /> Marina Boulevard. When the City removed telephone poles and <br /> undergrounding, the City did not have the funds to do that. They <br /> beautified by taking out telephone poles and putting underground wires. <br /> They assessed all the property owners. The property owners paid for <br /> undergrounding and removal of telephone poles. There is a clause that <br /> says the City can do it when they feel like it. The redevelopment plan <br /> says it is going to raise over $300 million. Her parents had to pay <br /> $28,000 and many of the people didn't have the money to pay, so there <br /> was a lien put on their property. They charged interest on people that <br /> could not pay. City Attorney Meyers stated that all those comments <br /> relate to an assessment district; this redevelopment does not authorize <br /> assessments districts. All property owners are subject to assessment <br /> districts, but this plan itself does not create an assessment district. <br /> Ms. Vesudo said she was displeased with what the City Council did. <br /> They divided and conquered. The other citizens ought to know. It <br /> won't raise your property taxes but you will be assessed a fee. She <br /> asked, if the plan raises over $300 million, will the property owners <br /> on Marina Blvd. be refunded? Mayor Faria asked if the speaker was <br /> familiar with the undergrounding ordinance of the City. He said it was <br /> complicated. He said undergrounding costs more than her parents are <br /> being charged, and if they got charged total cost it would have been <br /> more money. The whole City helped pay for this, and it actually <br /> increases the property value. He said the utility districts aren't <br /> necessarily expected to be formed in the redevelopment area, but we <br /> can't predict 45 years in the future. <br />
