Minutes - Joint San Leandro City Council/ Page - 19 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> CC. Tom Grigsby said an earlier speaker indicated that 33% of total funds <br /> of this project was going to be directed towards Bayfair. He said he <br /> read in the Daily Review that figure was 50%. He said it bothered him <br /> that this kind of dollar value is going to be very causally spent on <br /> Bayfair. He said, if this is a true statement, staff's presentation <br /> was very one-sided and poor in speaking of blight and unsightly <br /> conditions in an entity such as Bayfair. He said parking and security <br /> have some values. June Catalano said there is approximately $161 <br /> million out of $320 million that could be in the Bayfair area, <br /> including improvements to connections to BART, public parking in the <br /> area parking garages, and the kinds of improvements that would improve <br /> the entire area of that part of town. That is one reason why the City <br /> and County have agreed on that as a stimulus. Not a half or even a <br /> third will be given to Bayfair. Mr. Grigsby said this is a <br /> tremendously large project. He said he has a strong concern about the <br /> City Council driving this project. He said the City ought to be doing <br /> it, and consultants should be looking at it too. Mayor Faria agreed <br /> and said the City has specialty consultants, other consultants and <br /> staff working on it. It has been studied for quite a while and it will <br /> continue to be studied. <br /> DD. Laura, 1712 Pacific Avenue, said if there is a project in mind, she <br /> would like a graphic presentation of what the project is. The workshop <br /> last week came off sloppy. She said her parents own property next to <br /> Siempre Verde Park. Some of those people who use the park leave <br /> condoms, diapers, syringes, etc. around her property, and as soon as <br /> she fixes one thing, does planting or puts in a sprinkler, people come <br /> in from the park and tear it up. Maybe these people don't care as much <br /> as people who live there. When the parks are fixed up they overflow <br /> into the residential area. Sometimes these people say nasty comments. <br /> You can't say anything because you don't know what they are going to <br /> do. June Catalano said there may be confusion regarding the project. <br /> The General Plan that is already in existence will be the document that <br /> will be the land use rules for this plan. That document is available <br /> for review. No changes are being made related to this project. The <br /> General Plan and Zoning are available. There are a number of <br /> specifics. Projects under this redevelopment plan are public <br /> improvements and incentives to business that will be made available. <br /> Copies of the Redevelopment Plan are available. <br /> EE. Dana Johnson, said the idea is very good, but asked who will be <br /> responsible for these areas, such as lawns and sidewalks. He said, in <br /> light of the fact that the County is broke, who will take care of that? <br /> He asked if this was too big a project to undertake at this time. <br /> Adolph Martinelli said many of the projects on the list do not require <br /> maintenance. Facade renovation is maintained by the business person. <br /> The undergrounding, curb, gutters and sidewalks require no maintenance. <br /> Some projects are proposed to be funded for HARD; there is some pass <br /> through to have ongoing maintenance of public improvements. <br />
