Minutes - Joint San Leandro City Council/ Page - 20 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> Mayor Faria asked if anyone else desired to make a statement or present <br /> testimony concerning the Redevelopment Plan, the Final EIR, or if there <br /> were final questions or statements by members of the City Council or the <br /> Agency? <br /> Council Member Myers, said he felt there is concern over eminent domain. <br /> He recommended that if the public has questions about their property, they <br /> contact the City staff. He said he was sure the County would also like to <br /> • <br /> deal with questions. He asked if hazardous waste which was aerated would <br /> be handled through the normal course. Does the County handle all of that? <br /> Adolph Martinelli , said there are requirements that remediation take place <br /> at the expense of the property owner. All are under the County Public <br /> Health Officer. Financial assistance could begin to help the property <br /> owner. The normal approach, and usually the only feasible approach, is to <br /> allow the natural clean up of soil on that property, otherwise there is a <br /> tremendous cost of disposal . Council Member Myers said potentially we <br /> could have an area where there are huge amounts of dirt and asked if the <br /> County handles their property and City handle theirs, in this case? Mr. <br /> Martinelli said the permit is given by the County, the redevelopment <br /> district is the entity that would provide the assistance under the <br /> structure of this proposal . Council Member Myers said that screening could <br /> be required under the City ordinance and asked if the County has a <br /> screening ordinance. Mr. Martinelli replied that program would be <br /> appropriate, and they are looking at assistance for property owners in the <br /> City and County. <br /> Council Member Myers asked, in regard to taxes and budget constraints, <br /> where does the City get the money? June Catalano said that the mechanism <br /> is called tax increment financing. The base year is hoped to be 92-93, <br /> that freezes the taxes to various entities. What is increased past that <br /> amount is the increment the redevelopment area gets. As new businesses <br /> start and business expands and there is new activity, that increment is <br /> available to finance the redevelopment project. A portion also goes to <br /> various taxing entities such as the school districts. This is actually the <br /> new economic activity that comes in over the base year. The money that it <br /> generates is what finances the project area. <br /> Council Member Myers, asked if we start next year and then this is our base <br /> year, and there is a tax increase over 93-94, will a portion of that money, <br /> without the City doing anything, come back into the area. Ms. Catalano <br /> said this is correct. The City or County will not expend any monies until <br /> that starts coming in. <br />
