There is a provision <br /> for a five year expenditure program, as adopted by City Council and Board <br /> of Supervisors, that expenditure would have a contemplated project list. <br /> If that option were to be exercised, it would be a part of that advance <br /> conceptualization and funding would be budgeted for that program. <br /> Council Member Kerr said he thought there was support of the program, but <br /> there are a few situations where people have fear of the unknown. These <br /> unknowns go on for many years. The eminent domain is to be feared. He <br /> hoped the people in that area would be notified on what the process will be <br /> for them, because if they know what their rights were, it would be helpful <br /> to them. He noted Mr. Sullivan's suggestion for wording which suggested <br /> that, starting one year from the inception of the agency, the redevelopment <br /> agency provide written documentation on specific redevelopment issues for <br /> a one block radius. Council Member Kerr recommended the use of this <br /> wording, if it is feasible. The real estate people and the owners would <br /> then have some idea of what they can do with their property and it will let <br /> the buyers know. Buyers aren't going to buy the unknown. He said the <br /> property owners deserve that. This would have to be a request for a <br /> specific piece of property. <br /> Council Member Polvorosa, said people are still vague about what is going <br /> to happen to their properties related to eminent domain. That is a <br /> question that has to be cleared for the people. They have to know what is <br /> going to happen before we can move further on this. <br /> Council Member Perry said, regarding the zoning issues and their <br /> relationship, she sees the General Plan and land uses. She asked for an <br /> explanation of the difference between the General Plan land use and Zoning <br /> and that of the new Zoning Code in San Leandro and the relationship of <br /> projects that are already in the process. June Catalano said it will not <br /> affect the planning or any activity on existing business. In terms of <br /> business and residences in the future, the General Plan is the overall <br /> broad land use plan in the City and County. The zoning is the more <br /> specific rules and regulations regarding land use in the unincorporated <br /> area. The City has a new Zoning Code which is much more flexible than the <br /> old Zoning Code. The text has been adopted and staff is in the process of <br /> applying the map. Staff has gone to homeowner groups and has had <br /> discussions with the community, and has come back with comments which are <br /> being addressed. Once that is together, the new Zoning Code will be in <br /> effect. The intent of the redevelopment plan is that the General Plans <br /> will be the guiding documents. There will not be some separate <br /> redevelopment plan that will obtain additional land use regulations. <br /> Adolph Martinelli said redevelopment is a key measure in implementing the <br /> County's General Plan for the unincorporated area. The County has also <br /> been working to adopt a specific plan along this corridor and is pleased to <br /> work with San Leandro to carry out the plan. <br />
