Minutes - Joint San Leandro City Council/ Page - 23 - <br /> San Leandro Redevelopment Agency/ <br /> Alameda County Board of Supervisors Meeting - June 28, 1993 <br /> JOINT PUBLIC HEARING (continued) <br /> Council Member Perry, said owner participation agreements are not required <br /> and asked what happens where there are no agreements. June Catalano said <br /> the General Plan and Zoning will hold. If someone wants to do something <br /> that is consistent and doesn't involve the redevelopment agency, then they <br /> go through the typical process whether there is redevelopment or not. <br /> Council Member Perry asked how first time home owners assistance will be <br /> available to City residents. Adolph Martinelli said it will be staffed <br /> through the redevelopment agency, and the agency would set the program. He <br /> said some first time home buyer programs have been initiated jointly with <br /> the City of Pleasanton and Alameda County. The qualification was a family <br /> with an annual income of around $45,000. It was a write-down on the <br /> mortgage. He said affordable housing is a real concern; many people at <br /> public hearings mentioned the San Leandro project that was put on the East <br /> 14th school site. There are concerns that similar things not happen <br /> through redevelopment. He said assurances have been made that the money <br /> will be towards renovation and not new housing projects. <br /> Mayor Faria asked for copies of the new map on eminent domain for the <br /> Council . <br /> Council Member Nahm shared his concerns about hazardous materials. He said <br /> it is important to ensure that we seek out evolving technology within this <br /> project. We need to make it clear that there have been major changes that <br /> on eminent domain. He said it is imperative that they be informed as soon <br /> as possible. He asked, with regard to eminent domain, now that there have <br /> been so many removed, what would be the process for any additions. What <br /> would occur should a property be added to the list. City Attorney Meyers <br /> said, if the redevelopment agency approved the plan with the deletion of <br /> eminent domain for certain properties, the Council/Agency would have to <br /> amend the plan itself to add those properties back under eminent domain. <br /> That would require the same procedures and process to get to where we are <br /> now. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Kerr, and carried unanimously, the <br /> Public Hearing was closed.' <br />
