Mr. Weisbrod said there are a variety of uses in the <br /> area, including commercial uses by the Hospital . <br /> Council Member Polvorosa asked what would stop the Hospital from buying <br /> the entire block and turning it into a business use. Mr. Weisbrod <br /> said, at this point, the agreement says they would not change the <br /> character of the two homes, and they would leave the other two homes <br /> single-family uses. <br /> Council Member Nahm said he is concerned because the street is so <br /> narrow that any additional traffic would severely disrupt the R-1 <br /> environment. He said the mix around the area makes him feel the people <br /> in the area are being strangled slowly. He said this could set a <br /> dangerous precedent. He said he felt the Hospital should be able to <br /> accommodate these uses within the existing facilities. He said, even <br /> if the Conditions said patients and clients could not park on the <br /> street, he did not see how they could be made to comply. <br /> Mr. Weisbrod said parking enforcement would be up to the Hospital , and <br /> if they did not comply the Conditional Use could be revoked. <br /> Doris Porth, Executive .Director, representing San Leandro Hospital , <br /> said their purpose was to ask for a change from Residential to <br /> Professional for two of the four houses the Hospital owns. She said <br /> this would provide space within the Hospital for a fast-track Emergency <br /> Room by moving Accounting and other services out. She said they need <br /> to do this because the largest area of complaints in the Hospital is <br /> related to the long waiting time in the Emergency Room. She said this <br /> is the only Emergency Room in San Leandro, and they are the only acute- <br /> care facility. She said there has been a 50% increase in ambulance <br /> traffic as well as an increase in the severity of illness in patients <br /> who come into the Hospital . She said there is not enough space to <br /> handle the clinic or non-urgent care along with the ambulance patients. <br /> She said they do not own all the medical buildings on the campus. She <br /> pointed out the members of the Senior Association currently park on the <br /> campus. <br /> Kelly Mather, San Leandro Hospital , said, on March 25 a presentation <br /> was made to the Planning Commission. She said the Hospital is the only <br /> acute-care, medical -surgical hospital , and the only basic emergency <br /> center in San Leandro. She said most San Leandro 911 calls go there. <br /> She said increased sickness of patients means a longer waiting period, <br /> and there are more Workers' Comp. cases. She said they need to <br /> maintain quality care and services and, to do this, several support <br /> services can be moved off site in a cost-effective manner. She said <br /> the Hospital owns the subject buildings so there would be no additions <br /> or modular buildings. She said the Senior Friends Association would <br /> occupy one house and the Accounting Department the other, and only <br />
