Minutes - San Leandro City Council Meeting - July 6, 1993 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> The Hearing was then opened to the public. <br /> Gordon Galvan, President of Bancroft Area Neighborhood Association, 698 <br /> Maud Avenue, noted Glenn Hilton has had a heart attack and open-heart <br /> surgery and asked that everyone remember Mr. Hilton in their prayers. <br /> Mr. Galvan submitted letters from residents of the area who did not <br /> sign the agreement. He also submitted a copy of the agreement. He <br /> said 17 homeowners in the area are part of the agreement. He said he <br /> represents members of the Association residing on 136th Avenue. He <br /> said he attended the initial meeting between the residents and the <br /> Hospital , and it was evident that it was difficult for the two sides to <br /> communicate effectively. However, the Planning Commission instructed <br /> them to get together and work something out. He said the major concern <br /> to the community was the need to maintain the residential character of <br /> the neighborhood and the future expansion of the Hospital into the <br /> neighborhood. He said those concerns were addressed to everyone's <br /> satisfaction and put in writing by the Hospital . He said a lot of time <br /> and effort went into the agreement. He said people care about the <br /> neighborhood. He said in a perfect world they would not want the <br /> Hospital in their neighborhood at all , but they entered into this <br /> agreement to protect themselves and the area. He said, if the re-zone <br /> is granted, they ask that all of the Conditions that are legally <br /> enforceable be included as part of the Conditional Use that would be <br /> required. <br /> Mayor Faria pointed out some of the property owners are opposed. Mr. <br /> Galvan said not every resident in the neighborhood agreed with the <br /> agreement, and he said the four property owners who currently rent the <br /> homes from the Hospital oppose it. <br /> Council Member Kerr asked what the basic objections were to the <br /> Hospital proposal , particularly since the agreement has been signed, <br /> and how it would be more disruptive than if people were living in the <br /> houses. <br /> Mr. Galvan said there would be definite changes if people did not live <br /> in the homes. He said this is a good agreement; and, he asked that, if <br /> the re-zone is approved, the City Council direct that the agreement <br /> conditions be included in the Conditional Use. He said people in the <br /> audience would like to get up and speak but felt they are bound by the <br /> agreement. <br /> Barbara LeCount, 1363 - 136th Avenue, said her family has owned a real <br /> estate business at 136th and East 14th since 1960. She said the <br /> agreement is lousy. She said it does not address the concerns because <br /> the neighbors were told it was a done deal ; that whatever the Hospital <br /> wanted they were going to get, so they jumped at the agreement. She <br /> said, if they were asked now, they would not sign the agreement. She <br /> said the major concerns were parking. She said there was concern the <br />
