She said she has spoken to ambulance drivers who said they are <br /> already concerned trying to negotiate the small area from San Leandro <br /> Boulevard into the Hospital . She said the Hospital has not been a good <br /> neighbor -- toxic materials have been stored on the site, and files <br /> have been kept in the garage and could be a fire hazard. She said <br /> these two properties would be vacant from 4:00 p.m. until 8:00 a.m. , <br /> inviting crime and theft. She said the buildings would have to be <br /> changed to meet the Code, to install ramps, appropriate door widths, <br /> etc. She noted that, today, a number of cars were parked on 136th <br /> Avenue and on San Leandro Boulevard because of resurfacing. She said <br /> the employees have frequently parked there. She said people just <br /> naturally park as close as possible to where they're going. <br /> Angelo Martinez, 1175 - 136th Avenue, also speaking on behalf of his <br /> brother Don, said the Hospital has destroyed the community enough. He <br /> said there is very little consideration for the neighborhood, and this <br /> is not good for the community. He said a lot of time was spent on the <br /> agreement because the Planning Commission thought they could get <br /> together. He said he signed the agreement in good faith but feels it <br /> is still his privilege to talk to the City Council . He said he would <br /> prefer the property not be re-zoned. <br /> Louis Alvisa, 1221 - 136th Avenue, said, if the only thing the Hospital <br /> is going to be using in the buildings is computers, they shouldn't need <br /> to change their operations. He said he prefers to have a family live <br /> across from him rather than have an empty house. He said he works with <br /> the San Leandro Police Department, and he knows that an empty building <br /> is an invitation for someone to take whatever they want. He said there <br /> is only one security guard who walks around the parking lot, and he <br /> does not feel the police would be able to patrol the area. He said he <br /> would rather not see the property re-zoned. <br /> Ms. Porth noted the four homes are all owned by the Hospital . She <br /> said, regarding enforcement of parking, they have told the neighbors if <br /> employees park in front of their homes to call Administration, and they <br /> would talk to the employees. She said today was a mess because they <br /> didn't get permission to use San Leandro Boulevard quickly enough to <br /> pull people off. She said this is their third repair for the same job <br /> on their parking lot and is an unusual circumstance. She said she <br /> understands how the neighbors feel , but the consequence of not <br /> approving this re-zoning is that the Hospital will not be able to do <br /> anything about the Emergency Room except a major development, and that <br /> cannot be done quickly. <br /> Janet Martinez, 1175 - 136th Avenue, said the Hospital should sell the <br /> four homes and use the money to build or rent something else. She said <br /> there are already plenty of places on East 14th. <br />
