Minutes - San Leandro City Council Meeting - July 19, 1993 Page - 14 - <br /> PUBLIC HEARINGS (continued) <br /> He said, in 1983, substantial flooding in this area resulted in severe <br /> damage to the rear property, and it has been unoccupied since that <br /> time. He said the owner would like to rebuild the unit and has applied <br /> for a Conditional Use. He said the required width of the lot is 60 <br /> feet. The lot is 57.61 feet wide. <br /> He said the property owner also applied for a Variance. He described <br /> the existing homes on the site and said the property owner wants to <br /> rebuild and expand the first floor of the rear home, including a <br /> garage, and add a second floor. He said the second floor would be 6 <br /> feet from the property line to the south and 5 feet from the property <br /> line to the north. He said the minimum requirement is 10 feet. He <br /> said there is also a requirement for a 20-foot building separation, and <br /> they are requesting a Variance for a 10-foot building separation so <br /> they can build a garage. He said the unit would increase in size from <br /> 950 to 2,945 square feet. <br /> He said the Variance and Conditional Use were approved by the Board of <br /> Zoning Adjustments in May and appealed by the owner of the property to <br /> the south. He said a number of concerns were raised at the Board of <br /> Zoning Adjustments Hearing, including a proposal for two uncovered <br /> parking spaces in the front of the front unit, which would be visible <br /> from the street. He said the Appellant also objected to any Variances <br /> for setbacks, as did one other speaker. <br /> He said the Board of Zoning Adjustments felt rebuilding the structure <br /> would be a major improvement to the property and to the area. He said <br /> the windows are oriented to the bay and would not face the southerly <br /> property. He said the windows on the northerly side would face a blank <br /> wall on that property. He said the home to the south terminates 4 feet <br /> in front of the rear home on this parcel . He said the Board was also <br /> concerned about uncovered parking and asked for screening from the <br /> street. He said they were concerned about the proposal to drive <br /> through an existing garage to get to the rear parking and required that <br /> the doors of the front garage be removed. <br /> He said testimony was received expressing concern about inoperable <br /> vehicles in the area, and a Condition was applied that no inoperable <br /> vehicles could be stored, visible from the street. He said this <br /> project also requires approval of BCDC, but they will not consider the <br /> project until it has been approved by the City. <br /> In response to questions from the Council , Mr. Weisbrod said a number <br /> of homes in the area do not meet the 10-foot setback requirement, and <br /> there have been some variances reducing it. Mr. Weisbrod showed slides <br /> of the existing homes, the proposed 2 front parking spaces behind the <br /> 20-foot setback, the existing garage, and the damage to the rear unit. <br />
