Mr. Weisbrod said it could be removed. He <br /> said the BZA's recommendation was to remove the doors. He said he <br /> believed the water heater was located in the garage, but it could be <br /> relocated. <br /> Council Member Myers asked, if the Applicant added to the unit but <br /> moved the top story back, would he still need a Variance on the south <br /> side. Mr. Weisbrod said he would not need a Variance. He would only <br /> need it on the north side and for the separation between the homes. <br /> Jerome Porter, 13031 Neptune Drive, the Appellant, said his property is <br /> located on the south side of this property. He said there has been a <br /> lot of exaggeration and lying concerning what this is really about. He <br /> said this house, which is going to be enlarged and improved, is <br /> actually a squatter's shack -- a one-room house and a bathroom. He <br /> said the owner built a concrete patio and then put a scrap-wood roof <br /> over it. He said in order to build and enlarge a place you have to use <br /> part of the existing place. He said this cannot be done with this <br /> structure because they cannot use the existing foundation. He said the <br /> weight would be prohibitive, and the existing foundation is collapsing <br /> into the sea wall . He said both the house and the garage were illegal <br /> under County zoning. He said what they are doing is building another <br /> house on the same spot and using the regulations as if the existing <br /> facility was being enlarged. He said, when he received the first card <br /> from the City, it did not say that this was going to be a two-story <br /> building. He said he called Mr. Weisbrod, and Mr. Weisbrod did not <br /> mention it was a two-story building. He said he does not want a 20- <br /> foot wall , 3 feet from the side of his home. He said Mr. Weisbrod told <br /> him the setback would be approximately 7 feet from the property line to <br /> the foundation of the building, and the only part that would be 3 feet <br /> from the property line would be the deck. He said Mr. Weisbrod lied so <br /> his friend could get his Building Permit. He said Mr. Weisbrod has <br /> been giving Variances all over the place to one of his friends. <br /> He said the property at 13025 Neptune has never been connected to the <br /> sewer line. He said the property owner told Mr. Porter he has juice <br /> with the City and can get by with things. He said the property owner <br /> has gotten by with maintaining an open cesspool with raw sewage going <br /> down onto the beach. <br /> Mr. Porter said this will create another rental , and no more rentals <br /> are needed on Neptune Drive. He said the City seems to want to create <br /> nothing but rentals along the shoreline. He said it used to be that <br /> you had to have an agreement from property owners 100 feet on either <br /> side but that has disappeared. He said his name was forged on an <br /> approval form. <br />
