He <br /> said, over the last several years, San Leandro could spend far more <br /> than it is able to based on revenue coming in. He said total <br /> appropriations are under by $15 million. He said, as part of their <br /> examination, the auditors reviewed this matter last week, evaluated the <br /> formulas, and made some changes. <br /> He said, page 9 of the Exhibit had been changed, showing the <br /> appropriation limit for 1993-94 at $36,288,315. He said this is <br /> attributable to modification of the growth factor from 123% to 81 .2%, <br /> and the difference is still in excess of $16,000,000. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Nahm, seconded by Council Member Myers, and carried unanimously, the <br /> Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> - Resolution No. 93-177, Resolution Establishing Appropriation Limit, <br /> Fiscal Year 1993-94 (establishes the City's spending limit for the <br /> 1993-94 budget, as required by State law) . (2341) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Myers, and carried by the following <br /> called vote: <br /> AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, <br /> Polvorosa; Mayor Faria ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Imposing Liens for Non-Payment of Delinquent City Service <br /> Charges (authorizes the City to forward tax liens to Alameda County for <br /> assessment on the 1993-94 tax rolls for unpaid Sewer/Refuse Service <br /> Charges, Business License Fees, Weed Abatement Charges, and Community <br /> Preservation Nuisance Abatement Charges) . <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said, each year staff brings <br /> a listing of delinquent accounts for these various services. He said <br /> all of these are subject to placement on the tax rolls if the owners do <br /> not pay. He said these are charges for the 1992-93 year. He said this <br /> evening staff set up a table in the lobby and was available to answer <br /> any questions, but there were no questions from the public. <br /> Council Member Perry asked how much staff follow up has been done on <br /> properties that had large charges last year and again have large <br /> charges. Mr. Jermanis said he tried to work with some of the owners, <br /> but they are just not paying. He said, in some cases, he tried to <br />
