Minutes - San Leandro City Council Meeting - August 2, 1993 Page - 9 -
NEW BUSINESS (continued)
Jermanis said, in July 1993, the District reduced its rate to $9.95.
He said the City did not make an adjustment at that time but left the
City's rate at $10.40 in 1993-94 because it was anticipated Oro Loma
would raise its rate. He said, instead, by going to a smaller can and
providing recycling, they have kept the rate the same. He said $8.20
of the rate will be billed by Oakland Scavenger Company, and the
remaining $1 .75 will be on the tax bills for all residential users.
Council Member Perry asked if there would be duplicate franchise fees.
Mr. Meyers said there would not be a change at this point. He said the
Ordinance has no effect on the City of San Leandro or Oro Loma Sanitary
District's rates. He said, in the course of negotiations, there may be
some issue raised regarding rates, the franchise fees, etc.
Council Member Nahm said he understands all this Ordinance did was
enable the City to enter into negotiations. Mr. Meyers said that was
correct.
The following Ordinance was then introduced:
Ordinance No. 93-014, An Ordinance Amending Title III, Chapters 6 and
Chapter 7 of the San Leandro Municipal Code Related to Garbage
Collection Within the Corporate Limits of the City of San Leandro (The
proposed Ordinance would make the existing garbage collection
provisions of the San Leandro Municipal Code applicable to all areas
within the City limits. One effect of the proposed Ordinance would be
to delete an existing exclusion from compliance with Municipal Code
provisions relating to garbage collection that applies to areas within
the City limits, but that are currently served by the Oro Loma Sanitary
District) . (1078)
Introduced by Council Member Nahm, who moved that it be passed to
print, seconded by Council Member Perry, and carried by the following
called vote:
AYES: Council Members Corbett, Myers, Nahm, Perry, Polvorosa;
( 5 )
NOES: None ( 0 )
ABSENT: None ( 0 )
ABSTAIN: Mayor Faria and Council Member Kerr ( 2 )
C. Motion Regarding City Council Appointment of Ad Hoc Advisory Committee
to Study the Implementation of the Proposed Marina Park User Fee.
Continued from the July 19, 1993, City Council Meeting.
Mayor Faria said the Committee would be charged to implement the
$600,000 potential revenue, as provided in the approved budget, and
this charge should be in writing for the Committee. He said the
Committee should report to the Recreation and Parks Commission, which
would report back to the City Council , and they would look at all
suggested items.
