Dana Johnson, 343 Farrelly Drive, said he was prepared to hear personnel officers recommend keeping the Library open during Christmas week. Instead, he was stupefied by the way the City laid down due to the grumbling of a few employees. He said he had been impressed by the Council at the last meeting, and he can't believe the 180 degree change. He said $20 millon is spent on public safety; and, if there is money for the Police Department, he thinks there could be money to pay for the Library. Council Member Perry said they have been working with the San Leandro and San Lorenzo School Districts and other community organizations looking for alternatives, including no school assignments during the holidays. 6. Resolution No. 93-179, Resolution Approving Contractual Services Agreement with Signet Testing Labs Relating to Material Testing Services (provides for material testing services associated with the Overlay of City Streets and Sealing City Streets projects) . Resolution Rescinding Resolution No. 93-126 and Awarding Contract to Wingard Engineering for East 14th Street Light Improvements, Phase I, Project No. 92-8356 (recommends rescinding award of contract to Willie Electric Company, Inc. , for failure to provide appropriate bonds and insurance and recommends award of contract to Wingard Engineering) .
