.Minutes - :San . Leandro City_Council .Meeting -, September 20, 1993 Page - 7 -
CITY COUNCIL COMMENTS (continued)
the press, the public believes this has been done. She suggested that
the press verify stories with the City Manager's Office before they
print them. She said there was also concern regarding the Century
Plating story that indicated the City had let the ball drop; when,
actually, the City had been preempted by the EPA. She suggested press
representatives be contacted and informed that sometimes they should
ask for verification on their stories.
Council Member Nahm said he understands the proposal was an idea
premised on the assumptions that the Marina would not be dredged and
would be closed. He said staff has worked hard and diligently over the
last few years to rebuild the occupancy at the Marina after all of the
renovation work had been done on the piers and berths. He said this
type of thing can cause a lot of harm. He said he hopes a correction
of this story will be given the same attention as the original story
was by the press. He said people in the area are concerned. He said
the media has to do a little bit more homework on determining the facts
correctly.
Mayor Faria recommended that letters be sent to the press and to the
berthers, yacht clubs, hotels, and restaurants at the Marina.
B. Council Member Corbett congratulated the Optimist Club and the Library
on the successful "Kids Day" program held on Saturday. Council Member
Corbett said she, Council Member Perry, and Mayor Faria attended the
Our Lady of Penafrancia event. She said there was a mass and a
procession, and she was pleased to take part in the Filipino culture.
C. Council Member Corbett said there was a story in the San Leandro Times
regarding crossing guards and asked for an update. She said the story
did not mention discussions that had gone on regarding the crossing
guards. She said meetings were held, and she was assured there would
be no cutbacks that would impact the students without volunteers to
fill in.
Wandzia Grycz-Hernandez, Acting Assistant City Manager, said, at the
time the budget was being prepared, there were a number of levels of
discussion going on with staff and the school districts regarding
crossing guards. She said one of the ideas was to look into
establishing a volunteer program. She said the school districts
indicated that a volunteer program was not acceptable to them, nor was
using school-age children to work as crossing guards, because of
liability issues. She said staff looked at the issues and did an in-
depth analysis of all locations of existing guards, heaviest
intersections, greatest need, etc. , and reduced the hourly rates of the
crossing guards and also reduced locations and the number of hours
spent on the street by the guards. She said, as a result of that
research and analysis, staff was able to take a program that cost an
estimated $185,000 a year for Fiscal Year 1993-94 and develop a cost
effective program for $45,000 a year.
