Minutes - San Leandro City Council Meeting - October 4, 1993 Page - 19 - <br /> PUBLIC HEARINGS (continued) <br /> Steve Meyers, City Attorney, explained the bonding process. <br /> • <br /> Ms. Harrison expressed concern about the emergency vehicle access and <br /> said there may be problems with exiting on busy days. She also <br /> discussed the Century Plating contamination and said the City did <br /> nothing about it. <br /> Dana Johnson, 343 Farrelly Drive, said our health is tied to our wealth. <br /> He said some of the groups posing as concerned citizens are <br /> environmental wackos. He said this is a well planned, mapped out <br /> project and the City should move forward with it. <br /> Frank Delfino, Castro Valley, said Mr. Popovich said there was no dump <br /> on the site, but a former employee said there was a Trojan Factory dump <br /> and all of the mistakes that were made were dumped there. He said <br /> bottles, pipes, and things can be found. He said Mr. Popovich didn't <br /> talk about the sulfuric and nitric acid that was dumped there. He said <br /> literature on nitro compounds says they do not disappear. Trojan shut <br /> down in 1963 and the analysis recently showed nitro compounds, <br /> nitroglycerin and nitrocellulose, which did not break down as readily as <br /> planned. He said compounds like phenol , if used to make nitrophenol , <br /> persist for years. There are some compounds that are a real hazard in <br /> the groundwater. <br /> Jeff Houston said he wasn't aware of the three minute time limit. He <br /> presented a box of what he believed to be Bluebird Dump material , <br /> containing what he said looks like soil but is highly concentrated <br /> burned dump material , and slag which may have come from a metal foundry. <br /> He said it needs to be investigated. He said Citation is still <br /> reluctant to admit that the dump resided under Phase 1A. He said Dr. <br /> Dilio did not contact any of his group when he wrote the staff report <br /> and they had a lot of data regarding the property. He said Dr. Dilio <br /> had not done a site visit and did not review the EIR related to the <br /> toxic contamination of the site. He questioned the way Dr. Dilio's <br /> report was signed as it related to "Ph.D. " He said the EVA should be <br /> discussed in this EIR. <br /> Terry McManus described the test pits in Areas 1 and 3. <br /> Dan Henreques, Sunol , said he is opposed to the development. He said if <br /> not for the environmentalists there would still be signs along the bay <br /> saying "No Swimming,. Hazardous to Health" and there would not be State <br /> regional parks. He said Bluebird dump material has been gathered from <br /> Site 1 and there should be further testing north of Lewelling. <br /> Jeff Shellenberger, Saratoga, said he's one of the upwardly mobile <br /> people. He said he would like to buy where he can walk to BART, not <br /> depend on the car. He said this area could be used as open space to <br /> provide the quality of life issues that are just as important. <br />
