Minutes - San Leandro City Council Meeting - October 4, 1993 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett asked questions related to the trail and buffer <br /> and the relationship of the buffer to the backyards and fences. <br /> Staff described the trail and its relationship to the Army Corps' 404 <br /> permit. <br /> Council Member Corbett discussed the issue of groundwater contamination <br /> and testing and asked whether there is migration from site 2 to site 1 . <br /> She said she asked staff if DTSC would be available for questions. She <br /> said DTSC can best answer whether they will require additional testing <br /> to determine groundwater flow patterns and whether there can be <br /> migration or not on this site. She said the material she has does not <br /> give information if there could be migration. She said we must make <br /> sure there isn't going to be migration and she had not heard enough to <br /> convince her. <br /> Mayor Faria said if there is migration then the developer would be <br /> responsible to clean it up. <br /> Council Member Corbett said she would like to be able to ask DTSC if <br /> they will require such testing. She asked the developer whether he <br /> would be willing to do some testing to conclusively show that there <br /> isn't going to be a groundwater migration problem. <br /> Ed Alvarez, Citation Homes, said there is disagreement over what the <br /> groundwater contamination issue is. He said we ought to agree on what <br /> the facts are and then we can go for a solution. <br /> Terry McManus summarized the issue of potential migration from 2 to 1 <br /> and said they responded to migration in the September 9th response to <br /> DISC. He said one component is the groundwater flow direction. The <br /> other parts have to do with the chemicals and moving or leaching from <br /> the soils into the groundwater beneath area 2. The wells in area. 2, <br /> installed in the highest chemical concentrations, don't show that it <br /> happens at an appreciable level . <br /> Council Member Corbett asked if there has been some leaching into the <br /> groundwater. <br /> Mr. McManus said there were very low levels of detectible chemicals. He <br /> said they are dealing with immobile, insoluble chemicals like the few <br /> metals and the nitrostarch compounds which have no water quality concern <br /> because they are not water soluble. With all factors taken into <br /> consideration, it is very unlikely they would move from area 2 to area <br /> 1 . <br /> In response to questions from Council Member Corbett, Mr. McManus said <br /> it is their conclusion that no further work is needed in area 1 . He <br /> said even if there are some detected chemicals in area 1 , it wouldn't <br /> pose a future health risk to future residents. <br />
