• <br /> • <br /> Minutes - San Leandro City Council Meeting - October 4, 1993 Page - 22 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Corbett said she did not understand the reluctance to <br /> doing additional testing. <br /> Mr. Alvarez said DISC was provided information and he did what they <br /> asked. The Water Board and DISC designed the testing program. The City <br /> retained an expert and he testified there are no contaminates in area 1, <br /> north of Lewelling area. They have spent a lot of money including a <br /> State-directed investigation. The experts tell them that whatever is <br /> there is extremely remedial . With respect to wetlands, they haven't <br /> heard from the Water Board and they continue to think it is feasible. <br /> He said the information has been before the DTSC since last December. <br /> They asked for additional information because of the level of <br /> contaminates, and supporting documentation to establish that remediation <br /> proposals are feasible. <br /> Dr. Dilio said in the area of old Trojan Factory, there was a question <br /> and it was determined that groundwater flowed west, and DISC and Water <br /> Board asked for no groundwater studies in area 1 . DTSC will not ask for <br /> any groundwater testing. <br /> Steve Mattas said, on the issue of bonding, the Conditions of Approval <br /> will be changed to add not only soil , but soil and groundwater <br /> contamination. <br /> Mr. Alvarez said if groundwater needs to be remediated, it is going to <br /> be resolved on a technical basis. <br /> Council Member Corbett asked questions regarding the effect of tidal <br /> action on the flow of groundwater. <br /> Council Member Myers said the Council is sensitive to the health issues, <br /> and the City will not issue permits until they do get the approved <br /> agencies signed, sealed statements. <br /> Council Member Kerr said the 880 intermodal corridor is dead as far as <br /> San Leandro is concerned. Mr. Alvarez described his contacts with Cal - <br /> Trans on this matter. <br />
