Minutes - San Leandro City Council Meeting - November 15, 1993 Page - 4 - <br /> • <br /> NEW BUSINESS (continued) <br /> F. 1994 Election Matters. <br /> Alice Calvert, City Clerk, explained that the 1994 Election will be <br /> particularly complex due to the number of candidates and potential <br /> measures on the ballot, and she was asking for Council direction in <br /> several areas, including: <br /> - $450 deposit for Candidate's Statements, the balance to be refunded <br /> or charged depending on the final costs. The City Council <br /> concurred. <br /> - Direction to the City Attorney to prepare two additional Charter <br /> Amendments and to place the Amendments on the ballot related to the <br /> location of City Council meetings and Election dates. The City <br /> Attorney noted the Civic Center location would not be usable during <br /> the seismic retrofit program. The City Clerk described problems <br /> that may be encountered with the Election date in 1996 and the <br /> potential need to consolidate the 1996 General Municipal Election <br /> with the Primary Election. The City Attorney further described the <br /> proposed Charter Amendments and said the final wording would be <br /> included in the Resolution Calling for the Election on December 20, <br /> 1993. The City Council concurred. <br /> - Appointment of a City Council Subcommittee to consider and prepare <br /> City Council ballot arguments for or against any of the measures on <br /> the ballot. Mayor Faria appointed himself and Council Members Nahm <br /> and Myers to the subcommittee. Staff explained that the arguments <br /> would be presented at a Council meeting in January. <br /> - Determination that rebuttals to arguments will not be permitted. <br /> The City Council concurred. <br /> - Direction to City Attorney to prepare impartial analyses for any <br /> measures on the ballot. The City Council concurred. <br /> Council Member Kerr said the City Charter should require that the <br /> winning candidate receive 50% of the votes, plus 1 vote, and the <br /> Charter should include run-off provisions. Council Member Nahm said he <br /> would hesitate jumping into something like this because of an anomaly <br /> and would like to see a cost-benefit analysis and weigh the issue. <br /> Mike Oliver, City Manager, said staff would research this matter and <br /> provide a report to Council . <br /> Council Member Corbett asked if there would be a sunset clause on the <br /> Charter Amendment related to the meeting place for Council meetings. <br /> The City Manager said it was to the City's advantage to have the <br /> ability to hold Council meetings in other public buildings. He pointed <br /> out the limited seating capacity of the Council Chambers and said this <br /> Amendment would provide the Council with greater flexibility in <br /> including the public in meetings. <br />
