Minutes - San Leandro City Council Meeting - December 6, 1993 Page - 16 - <br /> PUBLIC HEARINGS (continued) <br /> The following Resolution was then introduced: <br /> Resolution No. 93-250, Resolution Certifying Negative Declaration for <br /> the New Zoning Map for the City of San Leandro. (1024) <br /> Introduced by Council Member Myers, who moved its adoption, seconded by <br /> Council Member Nahm, and carried by the following called vote: <br /> AYES: Council Members Corbett, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 6 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Kerr ( 1 ) <br /> Steve Emslie reviewed the Planning Commission recommendations. He said <br /> they had all been noticed and were changes the Council could enact <br /> tonight. Mr. Emslie said the City Council could make a "straw vote" on <br /> each of the recommendations, then make a motion on the total package. <br /> Unless otherwise noted, the City Council concurred on the actions <br /> described below. <br /> 1 . Neptune Drive: Planning Commission recommendation to rezone from <br /> I-G to I-P. Council Member Myers noted this was rezoned in 1991 , <br /> 1992, and 1993. He said he believed in not having industrial and <br /> residential together but said the businesses in this area are not <br /> I-P and would have to cease at the end of 10 years. He said the <br /> traffic on Williams, compared to other heavy streets abutted by <br /> residential , such as Lewelling and Williams Street, is minor <br /> traffic. He said the homeowners' association fought the extension <br /> of Neptune Drive through to Davis Street, and this is the only way <br /> for these businesses to get in and out. He said the Council should <br /> not go back on what it did in 1993, and he recommended that they <br /> reject the Planning Commission recommendation and change the <br /> property back to I-G. In response to questions from Council Member <br /> Corbett, staff described the uses along Neptune Drive and noted <br /> those that would not be able to operate in I-P or would have to <br /> cease in 10 years. Council Member Corbett said the new Zoning Map <br /> adopts a new standard to deal with the issue of transition between <br /> residential and industrial areas, and this is a good goal to try to <br /> achieve. Staff said the uses that do not conform to I-P could <br /> operate for 10 years unless the Planning Commission permitted an <br /> extension of the non-conforming status based on certain factors. <br /> Mayor Faria asked for a straw vote; the City Council concurred with <br /> zoning to I-G, with Council Member Corbett voting no. <br /> 2. 271 Begier: Change from R-S to R-D. <br /> 3. Grand at Juana: Change from Commercial Neighborhood to RM 1800. <br /> 4. Estudillo/MacArthur/Juana: Change from CN PD to CC PD. <br />
