Minutes - San Leandro City Council Meeting - December 20, 1993 Page - 4 -
PUBLIC COMMENTS (continued)
D. Jeff Houston, 1465 Burkhart Avenue, spoke on behalf of Toni Loveland,
representing the Sierra Club, and the Club's letter of August 19th. He
said she referred to that letter and added more comments, to which she
requested a response. The response she received was that the City did
not have a copy of her August 25th letter. She would like a response
to that concern. Mr. Houston said his comments were about the
potential for contamination in the slough and in the East Marsh. He
said he supports this project but said, if contaminants are released,
they will be a detriment to wildlife, and he feels there is a potential
for contaminants. He said the City should make some tests. He said,
if they continue with the project and there are contaminants, they will
have exacerbated the problems, and they will become a burden on the
taxpayers of San Leandro to clean up.
E. Janice Delfino, Castro Valley, said she was concerned about the 50-foot
buffer and said it should not contain a trail , fence or swale, but
should be strictly a wildlife habitat. She said she assumed Fish and
Wildlife did not have any of the documents from Citation or this would
have come up. She asked what happens now that a Precise Development
Plan has been approved. Mayor Faria referred to the City's response to
comments which stated that, in case of development of Roberts' Landing,
the developer would have to have Fish and Wildlife approval for the
trail .
F. Lou Filipovich, 15376 Lavern Drive, asked if the lessee in the Water
Circulation and Drainage Plan would be the people of San Leandro and
said the people should have the right to public debate on this matter.
He asked how much of the land was donated by Citation Homes and asked
if the this project could be done without that land. He said this
situation is turning political , and the people of San Leandro should be
making the decisions.
6. CONSENT CALENDAR
A.
