Minutes - San Leandro City Council Meeting - December 20, 1993 Page - 3 - <br /> PRESENTATIONS (continued) <br /> Mr. Bayley thanked the Mayor, City Council , and former City Council <br /> Members who supported him. He also thanked Al Gallardo of the Alameda <br /> County Transportation Authority for his help in obtaining funding and <br /> thanked the property owners, staff, engineers, and contractors with <br /> whom he has worked. <br /> Council Member Kerr said San Leandro has accomplished more on Measure <br /> B projects than any other agency and has been a model to other <br /> agencies. He said Mr. Bayley had a lot to do with this. <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Francis Garcia, 119 Preda Street, said San Leandro used to be a City of <br /> homeowners but is becoming a City of apartment -dwellers. He said <br /> increased apartment units create crime, and there is no place for <br /> people moving into apartments to work. Mayor Faria noted there are no <br /> apartment projects being planned. <br /> B. Barbara Shockley, 1890 Bockman Road, San Lorenzo, spoke regarding the <br /> Water Circulation and Drainage Plan. She referred to a letter from <br /> BCDC regarding its jurisdiction over the Water Circulation Plan related <br /> to East Marsh which says they are interested in the history of tidal <br /> action and flooding in the area. She said, in 1983 flooding overtopped <br /> the levee from Roberts' Landing into East Marsh, which would increase <br /> the jurisdiction of BCDC. <br /> C. Tom Lindenmeyer, East Bay Regional Park District, spoke regarding the <br /> Water Circulation Plan. He said the District is pleased it includes a <br /> revised trail plan that appears to meet the requirements of the U.S. <br /> Fish and Wildlife Service (USFWS) while providing access as close as <br /> possible to San Francisco Bay. He said a local trail connection via <br /> Lewelling Boulevard would be a desirable element in the area, <br /> independent of any development on Citation's property. He said the <br /> District has reservations regarding hazardous materials in the area and <br /> said the issue of explosions from nitrostarch has not been addressed. <br /> He said the letter responding to the District's concerns discusses <br /> toxicity but does not evaluate explosion. He said the Initial Study on <br /> the Water Circulation and Drainage Plan relies upon the PEA of Citation <br /> Homes property prepared by HLA and that document is inadequate to the <br /> task at hand. He said the Department of Toxic Substance Control (DTSC) <br /> analysis of November 5th questioned the credibility of the PEA. He <br /> said the District encourages the City to gather additional data needed <br /> to make additional analyses to respond to DISC and EBRPD. <br /> Steve Meyers, City Attorney, referred Mr. Lindenmeyer and the City <br /> Council to the response on Page 111 of the City Council Agenda. <br /> Council Member Perry asked why there was no subsequent letter from the <br /> District regarding the response's inadequacy; Mr. Lindenmeyer said the <br /> response had just been received by the District today. <br />
