Resolution Adopting Negative Declaration, Findings, and Mitigation <br /> Monitoring Plan for the Water Circulation and Drainage Plan and <br /> Authorizing the City Manager to Negotiate and Enter into a Lease with <br /> the State Lands Commission for the Construction and Operation of the <br /> Water Circulation and Drainage Plan on Land Leased from the State Lands <br /> Commission (San Leandro Shoreline Marshland Enhancement Project, <br /> Project No. 94-8673) (certifies Negative Declaration as complete and in <br /> compliance with CEQA requirements for the implementation of the Water <br /> Circulation and Drainage Plan and provides for entering into a lease <br /> with the State Lands Commission for the Construction and Operation of <br /> the Water Circulation and Drainage Plan on land leased from the State <br /> Lands Commission) . <br /> Bill Silva, City Engineer, introduced Gary Oates from Environmental <br /> Science Associates and said he would make a presentation on this <br /> matter. He said staff recommended the City Council certify the <br /> adequacy of the Negative Declaration and authorize the City Manager to <br /> enter into a Lease Agreement with State Lands to allow the City to <br /> build on the property. <br />
