Minutes - San Leandro City Council Meeting - December 20, 1993 Page - 8 - <br /> NEW BUSINESS (continued) <br /> Gary Oates, ESA, described the project area and said it contained 172 <br /> acres of land that was once tidal marsh but has been diked off over the <br /> years. He described the Plan, which will enable Bay water to enter and <br /> drain off the site adequately and will bring in tidal action through <br /> channels and culverts. He said the Plan builds habitat islands for <br /> endangered species using material excavated from the culverts and <br /> channels. <br /> He discussed the history of the study on the project which began in <br /> 1990 and has involved numerous meetings with resource agencies and <br /> citizens. He said additional analyses, including sampling, have been <br /> conducted to address toxicity issues, and a biological assessment has <br /> been made to ensure the plan will not harm endangered species. <br /> He discussed phasing of the construction and said the resource agencies <br /> want the entire project constructed at one time; he said it would be <br /> done in such a way as to cause the least disturbance to wildlife. <br /> He said a site assessment of the East Marsh area was conducted related <br /> to the potential for hazardous materials, in coordination with the <br /> Regional Water Quality Control Board. He said the probability of <br /> explosion due to nitrostarch is low because the material decays in <br /> sunlight and loses its potential for explosion when wet. <br /> He discussed the impact of the public trail access and the proposed <br /> alignment. <br /> He spoke regarding comments made at tonight's meeting and said ESA used <br /> the data from the PEA for Citation but did its own analysis. He said <br /> all of the material was submitted to the Regional Water Quality Control <br /> Board, which has said their concerns have been addressed and they do <br /> not see any potential for adverse toxic ecological effects. <br /> Mr. Oates said the Sierra Club letter was a comment letter on the <br /> Supplemental EIR on Citation's project and raised points regarding <br /> segmentation. He said this project has been developed as an <br /> independent project and the resource agencies required that it function <br /> separately. He said, however, that they also looked at how it might <br /> work with Citation. He said the Sierra Club also discussed the link of <br /> this project to the dredge disposal site. He said the two sites do not <br /> work together. He said there was a comment about the project component <br /> that proposes to raise 900' of levee along the south side of Roberts' <br /> Slough and how that related to flooding on Citation's property. He <br /> said this work is intended to bring more water into the East Marsh and <br /> proposes to raise the levee at that location so that it will better <br /> control water circulation. <br /> Regarding whether testing should be done in Roberts' Slough and East <br /> Marsh, he said they have done an assessment, have had regional agencies <br /> responsible to evaluate toxicity out to the site to direct where to <br />
