Minutes - San Leandro City Council Meeting - February 22, 1994 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> In response to questions from Council Member Kerr, she said that, <br /> although she did not personally circulate the petition, she knows it <br /> was explained to those who signed it. <br /> Lou Filipovich, 15376 Laverne Drive, said trucks should not be blamed <br /> for traffic problems. He asked if this project was being funded with <br /> HUD or Redevelopment Agency funds, whether it would create a lighting <br /> or maintenance district, and whether the sewer and garbage service was <br /> provided via Oro Loma. <br /> Mr. Clevenger said he had just received a copy of the petition and was <br /> quite surprised by it. He said several of the people who signed it <br /> were at the Homeowners' meeting and approved the project then. He said <br /> the wording is loose, and it talks about people parking on Anza, when <br /> they would not have access to Anza from the project. He said he had <br /> not been given a chance to respond to the petition. <br /> There being no further comments from the public, on motion of Council <br /> Member Kerr, seconded by Council Member Polvorosa, and carried <br /> unanimously, the Public Hearing was closed. <br /> The City Council expressed appreciation to Mr. Clevenger for working <br /> with the Floresta Homeowners' Association regarding their concerns over <br /> the project. <br /> Council Member Kerr said there was a lot of merit to the plan, and he <br /> would rather see housing than commercial on this site. He said he was <br /> confused on the differences between the reports from Caltrans, TJKM, <br /> and the Traffic Engineer, which say traffic will not be a problem, when <br /> the people in the community feel it will be. He said, although the <br /> staff report says the project would be compatible with the surrounding <br /> neighborhood and is consistent with the General Plan, the neighborhood <br /> does not feel that way. He said he thought people signed the petition <br /> without realizing what they were signing and that it was very loosely <br /> worded. He said, however, he thinks traffic is a problem, and the <br /> project is only practical with access via Ian Street. <br />
