Minutes - San Leandro City Council Meeting - February 22, 1994 Page - 11 - <br /> PUBLIC HEARINGS (continued) <br /> In response to questions from Council Member Corbett, Ms. Shelby said <br /> she is the President of the Huntington Park Homeowners' Association and <br /> that Mr. Clevenger spoke to her by phone and to the Vice President by <br /> phone. She said the Homeowners' Association is not active. <br /> Barbara Tierney, 3965 Mission Way, Past President of Floresta <br /> Homeowners' Association, said she has been working with Mr. Clevenger <br /> for a long time. She said the people from Aloha and Anza were involved <br /> in the process, and none of them wanted access via Ian Street. She <br /> said they all support the project. She said there would not be very <br /> many cars from a project of this size, and they would rather see the <br /> property developed as a residential rather than a commercial site. <br /> The City Council pointed out that the petition in opposition to the <br /> project that was submitted was signed by a number of residents on Aloha <br /> and Anza. Ms. Tierney was surprised to see this and said none of them <br /> told her they were in opposition to the project. <br /> Florence Ruha, Past President of Floresta Homeowners' Association, said <br /> she was the President when this project was first proposed. She said <br /> people on Aloha were up in arms that something commercial might go in <br /> on the site; and, when this project came up, their only concern was <br /> that it not have access via Ian Street. She said she did not know why <br /> they changed their minds in the last week and signed the petition. She <br /> said sometime in the future the single-family homes to the north will <br /> be sold and this is a sizeable property that could become commercial . <br /> She said a residential project now would solve the commercial problem. <br /> She said she has a 16-foot soundwall behind her home, and it does a <br /> very good job of cutting off noise from the freeway. She said, <br /> regarding additional traffic on Washington Avenue, the Traffic Engineer <br /> and Caltrans say it will not cause problems. She said she has seen the <br /> Roto Rooter trucks cross four lanes of traffic. She said no one in the <br /> Floresta Homeowners' Association had anything to say against the <br /> project when they met with Mr. Clevenger. She said she is in favor of <br /> the project. <br /> Alice Chin, 14947 Washington Avenue, said the proposal was turned down <br /> by the Planning Commission because the developer lacked control over <br /> Phase 2, because of the poor access to the site, and traffic problems. <br /> She said the developer doesn't have control over all of the properties, <br /> and the plan is incompatible with the surrounding environment and <br /> inconsistent with the surrounding neighborhood. She said it will <br /> create an undue impact on the neighborhood and is located between two <br /> intersections, on a busy thoroughfare, near the freeway. She described <br /> the chronology of submittal of the Application and various traffic <br /> studies that have been conducted and questioned the accuracy of the <br /> traffic studies. She said the property should be developed with <br /> detached, single-family homes to protect the neighborhood and asked <br /> that the City Council deny the Appeal . <br />
