Minutes - San Leandro City Council Meeting - February 22, 1994 Page - 5 - <br /> NEW BUSINESS (continued) <br /> - Commendation for Dennis J. Smith, Out-Going Recreation and Human <br /> Resources Director. <br /> The City Clerk read the Commendation, and the City Council thanked <br /> Mr. Smith for his work to date. Mr. Smith said the years he has <br /> spent with the City so far have been exciting and challenging, and <br /> he's looking forward to the challenge of the new position in the new <br /> department. He said he looks forward to serving the City Council <br /> and the community. <br /> F. Minute Order No. 94-13. Discussion of Community Development Block <br /> Grant (CDBG) 1994-95 Goals and Percentage of Budget. (2096) <br /> On motion by Council Member Polvorosa, who moved its approval , seconded <br /> by Council Member Nahm, and carried by the following called vote, the <br /> City Council endorsed the Community Development Block Grant goals and <br /> budget, as presented by staff. <br /> AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> G. The City Clerk distributed an article from Fred Lastiri regarding <br /> mobilehome rent control . <br /> 8. PUBLIC HEARINGS <br /> A. Adoption of City's Non-Disposal Facility Element, As Required by the <br /> California Integrated Waste Management Board. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bob Taylor, Public Works Services Director, said this is a <br /> procedure established by new State law. He said in the Source <br /> Reduction Recycling Element (SRRE) required under AB 939 the City must <br /> state how it is going to accomplish its waste-reduction goals. He said <br /> the law now requires that the City hold a Public Hearing and state <br /> which facilities they will be using to dispose of their waste. He said <br /> the only facilities that can be listed in the Resolution are those that <br /> were discussed in the SRRE, and the only ones that can be used are <br /> those that have a permit from the State. He said this has nothing to <br /> do with how the garbage is picked up or the manner of disposal . <br /> Mr. Taylor introduced Judy Lieberman, the City's Recycling Coordinator. <br /> Council Member Kerr asked why Bio-Mass was included in the report if it <br /> is not yet complete or in operation. Mr. Taylor said it was included <br /> because it was described in the SRRE. <br />
