Matter of Proposed Increases in Fees and Charges for Services <br /> Provided by City Departments, Fees and Charges for Services <br /> Provided by the Building Regulations Division of the Development <br /> Services Department, and Development Fees for Street Improvements <br /> Schedule. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, described the three categories <br /> of fees under consideration for adjustment. He said the departments <br /> annually review and recommend adjustments to service fees and described <br /> specific fee adjustments such as overdue book fines, Fire Code permit <br /> fees, Planning Division fees, and concealed weapon permit fees. He <br /> said the Building Regulation fee increases were based on the 1 .7% CPI <br /> increase and would aggregate $15,000 in additional revenue, and DFSI <br /> fees were based on the Construction Cost Index increase of 2.7%. He <br /> noted that the City Council -requested report on DFSI was being <br /> prepared. <br /> In response to City Council questions, Mr. Jermanis said the total <br /> revenues from the increased fees would be approximately $65,000. Staff <br /> explained that, although the Building Regulations fees are odd amounts, <br /> the system has been automated and the fees would be calculated by the <br /> computer system. <br /> Council Member Kerr said the increase in Variance and Conditional Use <br /> for Existing 1 and 2 Family Residence from $315 to $365 and for Change <br /> of use/existing •structure from $500 to $550 at one time seemed to be a <br /> lot. He also suggested no changes to the DFSI until a report has been <br /> presented. Council Members Perry and Polvorosa concurred that the DFSI <br /> fees should not be increased until a report has been presented. They <br /> also said they supported the odd-increment building fee increases <br /> because the public had been advised that this was how these fees would <br /> be handled. <br /> The Hearing was then opened to the public. <br /> Lou Filipovich, 15376 Laverne Drive, asked a number of questions, in <br /> response to which staff said the DFSI fees do not go into the General <br /> Fund but into a special fund; DFSI fees are collected when a new <br /> residential or commercial use, but not an existing residential use, <br /> generates more traffic, and are based on a square foot fee; and the <br /> other fees are based on service performed for an individual at their <br /> request, and are not related to parcels of land or individual <br /> homeowners. <br /> Paul Vargas, said he is an advocate for supply side economics and the <br /> City Council should lower taxes to increase revenue. <br /> There being no further comments from the public, on motion of Council <br /> Member Galvan, seconded by Council Member Kerr, and carried <br /> unanimously, the Public Hearing was closed. <br />
