Minutes - San Leandro City Council Meeting - July 18, 1994 Page - 17 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Kerr, said he checked with the three other Walgreen's <br /> stores regarding security, and all the stores said they have security <br /> and they have very little problems, and their stores do not bring crime <br /> into the neighborhood. Council Member Kerr asked Police Chief Maginnis <br /> if lighting of the parking lot and use of a security guard would mean <br /> that the area would be at least as safe as it is now without any <br /> development. <br /> Police Chief Maginnis said crimes like ATM robberies happen in the day- <br /> time as well as at night. He said regardless of what is developed, <br /> there will be criminal and non-criminal activity. He said he did not <br /> feel this store would be any different than the other Walgreen's. He <br /> said anything that draws people means the propensity for crime. <br /> The Hearing was then opened to the public. <br /> Mike. Clevenger, Pegasus Development, said Walgreen's would prefer to <br /> remain open until 10:00 p.m. for the first six months, but then have the <br /> ability to remain open until midnight. They also said they would <br /> provide security if needed. He said Walgreen's supports the use of <br /> traffic circles but would probably not continue with its application if <br /> a blockade is installed. <br /> Jim Burns, Collaborative Designs, the architect on the project said this <br /> area is very similar to other locations in the Bay Area. He said Daly <br /> City, which has a strategy to attract private investment, has a <br /> Walgreen's which they feel demonstrates evidence of a positive trend. <br /> Kai Bender, the Appellant, said the blockade of Haas Avenue brings the <br /> most relief to the neighborhood. He said the neighborhood feels they <br /> were ignored eight years ago when the 96-unit apartment building was <br /> constructed. He discussed survey results and said the neighborhood did <br /> not want traffic increase, alcohol sales, or late-night hours, and said <br /> he hoped the City Council would listen to the neighborhood and properly <br /> address their concerns. <br /> Vince Barba, 54 Dutton Ave. , said additional traffic would be dangerous <br /> for the students who attend the two schools in the area, and Walgreen's <br /> is going to take business away from Long's. He also said he was <br /> concerned that Walgreen's would say they would close at 10:00 p.m. and <br /> not have liquor sales, but six months later they may ask for a change. <br />
