Minutes - San Leandro City Council Meeting - August 15, 1994 Page - 7 - NEW BUSINESS (continued) The following Resolution was then introduced: Resolution No. 94-161, Resolution Approving Contractual Services Agreement with The Sear-Brown Group Relating to Water Pollution Control Plant Seismic Retrofit, Project No. 593-8541 (provides for design services for seismic retrofit of various facilities at the Water Pollution Control Plant and sewage and stormwater pumping stations) . (2323) Introduced by Council Member Kerr, who moved its adoption, seconded by Council Member Myers, and carried by a majority vote (7) . A. Resolution No. 94-162, Resolution Approving Plans and Specifications and Calling for Bids for San Leandro Civic Center Renovation Program, Phase II, Project No. 94-8210 (provides seismic retrofit of the existing City Hall building, Public Safety building, and associated site work) . Resolution No. 94-163, Resolution In Support of the "Tough on Crime" Bills Concept (encourages legislators to vote for crime bills which will make criminals fear the consequences of their acts of violence) . Resolution of the City Council of the City of San Leandro Authorizing, Pursuant to Revenue and Taxation Code Section 5108, a Rebate of All of the Property Tax Revenue That the City Would Receive from Westcoast Video Duplicating, Inc. , for Economic Revitalization Manufacturing Property for a Period of Five (5) Fiscal Years (authorizes a five-year rebate of the City's share of personal property tax from Westcoast Video Duplicating, Inc. , as incentive for locating 600 jobs in San Leandro) . The City Manager said this is the first time the City of San Leandro has had an opportunity to participate in a new State program that allows cities to forswear their share of personal property tax. He said this is a very exciting program. Susan McCue, Economic Development Coordinator, said this is an opportunity to invest in the City's economic future. She said personal property tax is for things like computers, VCR's, etc. She said this resolution represents an attempt to compete with other cities that have greater incentives. She said Westcoast Video Duplicating, Inc. , would bring 600 jobs, making them the fourth largest employer in the City and invest $3 million in the property on Doolittle Drive, totalling 270,000 square feet, which would be taken off the market.
