Audrey Albers, 2037 Marina Court, said she received her recycling bill <br /> and has concerns regarding the method of billing. She said her tax <br /> bill included $55.20 for a full year of recycling, but the program will <br /> not start until November, so she is paying for four months of service <br /> she is not receiving. <br /> Bob Taylor, Public Works Services Director, said the bill is based on <br /> November 1995 through June 1996, a total of 20 months. He said the <br /> cost for the 20-month program was divided by 24 months and spread over <br /> the 1994-95 and 1995-96 tax bills. <br /> Ms. Albers said she is only receiving service for eight months in 1994- <br /> 95, yet being billed for 12 months. <br /> Mr. Taylor again said the contract price, which is $5.64 per month, was <br /> multiplied by 20 to develop a total cost, then divided by 24 to develop <br /> the $4.60 per month cost, which is on the tax bill . <br /> B. George Pierraldi , 1887 Cedar Avenue, asked why property tax payers are <br /> paying for recycling when the recycling company is making money by <br /> selling the materials they collect. <br /> Council Member Galvan said the City is under a mandate to do this <br /> program because of Measure D and State Law 939. Mr. Peraldi repeated <br /> that he feels the recycling company is making money on this program and <br /> the tax payers should not have to pay for it. <br />
