Howard Strawn, 2460 Marina Boulevard, said the recycling baskets are <br /> dirty and renters don't take care of them. He said the City doesn't <br /> want trailers, motor homes, or graffiti on the street, but now they <br /> will have recycling containers and garbage cans on the street. He said <br /> plastic bottles are worth 5 cents and cans are worth 15 cents, and now <br /> they are being given to the scavengers to collect. <br /> Council Member Myers explained, if Mr. Strawn has Handy Can service, he <br /> can get a label to put on his can to utilize it for the recycling <br /> program, which will reduce his costs by $13 per month. <br /> Mayor Corbett pointed out that with recycling he could also utilize a <br /> smaller garbage can, which would save an additional $3.00 per month. <br /> Mr. Strawn said he is also concerned regarding people scavenging from <br /> the recycling. <br /> Mayor Corbett said an anti-scavenging ordinance is on the Agenda. <br /> Council Member Kerr said he is going to continue to recycle as he does <br /> now. He noted he has gone to using a 20-gallon container and has found <br /> it very easy when using the other containers. He said San Leandro has <br /> one of the lowest fees for this service in the East Bay. <br /> Council Member Loeffler pointed out that, through the use of recycling, <br /> the annual spring cleanup, which costs about $120,000 per year, may <br /> cost less. He said garbage is big business today, and it costs $50 per <br /> ton just to dispose of it. <br /> D. Barbara Baack, 16148 Via Sonora, San Lorenzo, spoke regarding the <br /> tragic death of Jeannine Roulier. She said Ms. Roulier was a member of <br /> the National Federation for the Blind, of which Ms . Baack is the <br /> President, and was struck and killed crossing at a green light. She <br /> said October 15 is "White Cane Day, " and the meaning of the white cane <br /> and the rights of blind pedestrians must be publicized. She said the <br /> motor vehicle rule is that vehicles must come to a stop and not do <br /> anything else when a pedestrian is crossing. She said it is the <br /> responsibility of each driver to protect those in the crosswalk. She <br /> said Ms. Roulier was a shining example of careful travel . She spent 9 <br /> months at an orientation center for the blind in Albany and at the <br /> Guide Dogs for the Blind Center in San Rafael . She traveled with her <br /> dog regularly. She said there have been articles in the newspapers <br /> which may infer Ms. Roulier was doing something wrong, but she was <br /> crossing in the crosswalk, with the light, and she should have been <br />
