Minutes - San Leandro City Council Meeting - October 3, 1994 Page - 7 - NEW BUSINESS (continued) Ordinance No. 94-024, An Ordinance Amending Chapter 6 of Title III of the San Leandro Municipal Code Relating to Recycling Services and Garbage Service and Declaring This an Urgency Ordinance, to Take Effect Immediately to Preserve the Public Health and Safety (adds anti- scavenging provisions and makes various technical changes relating to garbage and recycling services to the San Leandro Municipal Code) . (1413/1078/1934) Introduced by Council Member Perry, who moved that it be passed to print and adopted, seconded by Council Member Loeffler, and carried by a majority vote (7) . B. Approval of Work Session Items Requiring Action. None C. Report on Closed Session Actions Taken. None 8. PUBLIC HEARINGS None 9. CITY COUNCIL COMMENTS A. Council Member Myers noted last Saturday was a day of picnics, including Mulford Gardens and Washington Manor Homeowners Association. He said everyone seems a lot friendlier in that type of atmosphere. B. Council Member Loeffler said the Women of Taste event, sponsored by Girls' , Inc. , was a high-quality, first-class program. C. Council Member Loeffler said the "Day In the Park" was an excellent program. D. Council Member Loeffler thanked Council Member Kerr for visiting his school after his trip "down under" and for talking to the students. E. Council Member Loeffler said he is concerned Proposition 187 makes people of immigrant background suspect and puts a lot of responsibility on teachers. He said Police Chiefs and health-care professionals are opposed to the Proposition, and he suggested the City Council do so as well . F. Council Member Kerr said he agreed regarding Proposition 187 and would like additional information and analysis. He said he also feels the Council should take a stand.
