Minutes - San Leandro City Council Meeting - October 17, 1994 Page - 5 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> Minute Order No. 94-45, Resolution Approving Program Supplement No. 30 to <br /> the Master Agreement for Federal -Aid Projects (approves City match to <br /> Federal -aid funding for improvements to railroad crossing protection on <br /> Marina Boulevard at the Southern Pacific Railroad crossing east of Alvarado <br /> Street) . (1250) <br /> On motion by Council Member Myers, who moved its approval , seconded by <br /> Council Member Polvorosa, and carried by a majority vote (7) , the City <br /> Council continued to a date uncertain the matter of resolution approving <br /> Program Supplement No. 30 to the Master Agreement for Federal -Aid Projects. <br /> 6.D. Resolution Designating Placement of Stop Signs, Intersections, Title VI , <br /> Chapter 1 of the San Leandro Municipal Code, Timothy Drive (provides for <br /> installation of a stop sign on eastbound Timothy Drive at the Westgate <br /> access road) . <br /> Gary Kruger, Transportation Administrator, said this was his <br /> recommendation. He said the current situation is ambiguous and confusing <br /> to drivers, and he recommended that it be modified. He said the Conditions <br /> of Approval for Westgate did not require that Timothy Drive have the right <br /> of way. He said it was probably done because a public street typically has <br /> the right of way over a private driveway. He said, however, the driveway <br /> looks like a public street and carries 10 times the amount of traffic of <br /> Timothy. <br /> Council Member Myers said he was one of the committee members on the <br /> original Monarch Development. He said over the past six years there have <br /> been only three requests for a stop sign and four accidents in the last <br /> four years, none of which were serious. He said when the development was <br /> built people in the neighborhood were concerned about getting back and <br /> forth through the driveway and cross traffic. He said it was his <br /> understanding this road was to remain open so the neighborhood would have <br /> access. <br /> Council Member Kerr said this was his recollection as well . <br /> In response to questions, Mr. Kruger said a letter was sent to residents in <br /> the area, and he received two phone calls, both in favor of installing the <br /> stop sign. <br />
