Minutes - San Leandro City Council Meeting - October 17, 1994 Page - 6 - <br /> NEW BUSINESS (continued) <br /> The following Motion was then introduced: <br /> Minute Order No. 94-46, Resolution Designating Placement of Stop Signs, <br /> Intersections, Title VI , Chapter 1 of the San Leandro Municipal Code, <br /> Timothy Drive (provides for installation of a stop sign on eastbound <br /> Timothy Drive at the Westgate access road) . (1022) <br /> On motion by Council Member Myers, who moved its approval , seconded by <br /> Council Member Kerr, and carried by a majority vote (7) , the City Council <br /> tabled the matter of resolution designating placement of stop signs, <br /> intersections, Title VI , Chapter 1 of the San Leandro Municipal Code, <br /> Timothy Drive. <br /> A. Resolution No. 94-195, Resolution Amending Section 1 , Classes, <br /> Categories and Salaries of the Pay Plan (amends the Pay Plan to reflect <br /> reclassification of the Housing Coordinator position title to CDBG <br /> Coordinator and setting new salary range accordingly) . (1177) <br /> Introduced by Council Member Perry, who moved its adoption, seconded by <br /> Council Member Galvan, and carried by a majority vote (7) . <br /> B. An Ordinance Relating to Speed Limits, Title VI, Chapter 1 of the San <br /> Leandro Municipal Code (raises speed limit on Lake Chabot Road from 30 <br /> miles per hour to 35 miles per hour and provides for 30 mile-per-hour <br /> speed limit on Manor Boulevard, Sybil Avenue, and 143rd Avenue to <br /> maintain radar enforcement) . <br /> Gary Kruger explained State law related to the use of radar speed <br /> surveys. He said the City' s surveys expire this year and must be <br /> updated in order to support the use of radar. He said there are four <br /> streets where the City cannot maintain the current speed limits and <br /> enforce it with radar because the accident rates are low. He explained <br /> the California Vehicle Code and Cal -Trans Rules which relate to the <br /> conduct of the traffic and engineering survey and discussed the use of <br /> the 85th percentile in determining speed limits. He discussed the <br /> alternatives to utilizing radar on those four streets but said he did <br /> not recommend any of them. <br /> The City Council discussed the streets in question and the surrounding <br /> areas and said they had some concerns with increasing the speed, <br /> particularly on portions of Manor Boulevard. <br /> Police Capt. Randy Stout said a current speed survey must be in force <br /> for an officer to write a radar ticket and be successful in court. He <br /> said, if radar were not used, officers' ability to ticket speeding <br /> drivers would be reduced from 20-25 moving violations per day down to <br /> less than 1/4. After continued discussion, the City Council said they <br /> realized because of the law they had no choice but to concur in this <br /> matter. <br />
