ABAG Draft Recommended Revisions to the <br /> Constitution of the State of California. (1003) <br /> On motion by Council Member Myers, who moved its approval , seconded <br /> by Council Member Kerr, and carried by a majority vote (7) , the City <br /> Council directed Council Member Perry to cast her vote regarding <br /> State of California constitutional revisions in the best interests <br /> of San Leandro, based upon comments made by the City Council at Work <br /> Session. <br /> E. Report on Closed Session Actions Taken. <br /> None <br /> PUBLIC HEARINGS <br /> A. Matter of Amendment to the Zoning Code (A-94-10) , Minor Text Changes, <br /> Establishing a Use Category for Transfer Station, Ambulance Services, <br /> and Farmers' Market (adds definition of "transfer station" and permits <br /> a transfer station as a Conditional Use in the IG [Industrial General ] <br /> District; adds "ambulance service" as a permitted use in the IG <br /> [Industrial General ] District and IP [Industrial Park] District; and <br /> adds definition of a "farmers' market" and allows in non-residential <br /> districts, subject to administrative review) . <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, described each of the three <br /> text changes and Planning Commission recommendations. He said a number <br /> of companies are interested in collecting materials, stockpiling them <br /> at a site in San Leandro, and then taking them out of town for <br /> processing. He said this would cover items such as asphalt, paving, <br /> concrete, and sheet rock, which would be recycled. <br /> He said a definition of a "transfer station" is needed, and they would <br /> be permitted under Conditional Use and the IG and IP Districts. He <br /> described the difference between the existing transfer station <br /> designation and the proposed designation. <br /> He said ambulance services are presently permitted in several <br /> commercial districts, including the downtown and industrial areas <br /> around residential areas. He said ambulance service should be taken <br /> out of the CP Districts and allowed in the IG, IP, and CC Districts. <br /> He described other provisions in the proposed Ordinance related to <br /> ambulance services. <br />
