Perry Gillum and Frank Smith, 6 Abbott Way, Piedmont, Representing <br /> Homeowners Associations of Piedmont, spoke regarding the assistance in <br /> fighting the Oakland fire that was provided by Captain Vince Davis. He <br /> said Captain Davis made a stand against the fire at the end of Messrs. <br /> Gillum's and Smith's street and helped the Oakland team save their <br /> homes. He presented a letter thanking Captain Davis. <br /> Fire Chief Cole introduced Captain Rick Salaices and Fire Fighters <br /> Brian McKenna and Rich Ferguson, who work at Fire Station #1 with Vince <br /> Davis. He said Capt. Davis was out of town, but the crew from Fire <br /> Station 41 was happy to accept the letter on his behalf. <br /> C. Joe Savio, 14485 Wiley Street, said the Bonaire Civic League would be <br /> holding .a Valentine' s Day Dance on February 14 at the Hope Lutheran <br /> Church and invited the Mayor and City Council to attend. <br /> D. 'Will Hansen, 749 Rodney Drive, said he believes the proposed assessment <br /> districts are discrimination in taxation and said the City Council <br /> should not vote for them. He said the City Council should not approve <br /> $70,000 for consulting services because there are current court cases <br /> pending on assessment districts, and approval of the assessment <br /> districts could result in litigation. <br /> E. Jeff Wise, 2079 Charlotte Avenue, noted an article in the San Francisco <br /> Chronicle related to a recall effort in another jurisdiction regarding <br /> assessment districts. He asked the City Council not to vote on the <br /> assessment districts until the court case is settled. <br /> F. Ray Luciano, 1330 Daily Drive, said the City Council should hold the <br /> assessment districts in abeyance because, if the court rules that <br /> assessment districts are illegal , the City will have wasted $70,000 for <br /> the consultant. He said if the Council goes ahead with the assessment <br /> districts and begins to collect funds, they should not spend it until <br /> the court makes a ruling. He asked if there is any money set aside to <br /> build City Hall . <br /> Acting City Manager Mike Oliver explained the funding for the expansion <br /> of the Civic Center and the seismic retrofit. Mr. Luciano asked why <br /> the City was not borrowing from these funds to fund the deficit until <br /> the court case related to assessment districts was settled. <br /> Mr. Luciano also referred to the article in The Daily Review about a <br /> woman who had found $385 and turned it in to the Police. Mayor Karp <br /> said the City is taking care of this matter and the Municipal Code will <br /> be amended to allow the City to refund found, unclaimed goods and <br /> money. <br />
