Lavern Anderson, 1466 Cypress Street, also spoke regarding the woman <br /> who had found the money. He said he was disturbed that the City <br /> Attorney did not answer her letter. <br /> Steve Meyers, City Attorney, explained that an ordinance has been <br /> drafted to change the Municipal Code, and it will be presented at the <br /> next City Council Meeting. <br /> Mr. Anderson also spoke regarding the Chez Doucet Restaurant and said <br /> he was disturbed that it had been standing empty. Mike Oliver, Acting <br /> City Manager, said staff has been working with the property owner, and <br /> the requirements for improvements at the site have changed since the <br /> proposal to construct the Fairway Drive Overcrossing was approved. He <br /> said some conditions will no longer apply, and staff is working with <br /> the property owner to get him back in business. <br /> H. Lou Filipovich, 15376 Laverne Drive, said there are five cases being <br /> tried related to assessment districts. He said, even if all of the <br /> cases are defeated, the precedence will have been set and people will <br /> file grievances for constitutional economic rights. He referred to a <br /> document that he had presented to the City Council at a previous <br /> meeting. He said he was concerned about spending $75,000 for a <br /> consultant and suggested that the City Council look into having someone <br /> do pro-bono work. He asked the City Council not to vote on the items <br /> related to the assessment districts without letting the people know <br /> what it's all about and said the City Council should not saddle future <br /> City Councils with the assessment districts. Mr. Filipovich said the <br /> taxpayers should not be required to pay additional fees without a vote <br /> of the people. <br /> Council Member Santos referred to the surveys that were sent to the <br /> public and said a lot of people are in favor of the assessments. He <br /> said the surveys resulted in a 12-15% response and suggested areas of <br /> service that people wanted and demanded. Mr. Filipovich said the <br /> survey was not interpreted correctly, and the Council does not <br /> understand what is occurring in the community. <br /> Council Member Santos said he had visited over 500 homes in a <br /> conservative area of San Leandro and many of those people supported the <br /> assessment districts. <br /> I . Alicia Thieme, 464 Thornally Drive, said she had come to the last City <br /> Council Meeting and there were a number of people who opposed the <br /> assessment districts. She said she did not respond to the survey <br /> because she didn't feel the City Council listened to people. <br />
