Minutes - San Leandro City Council Meeting - February 3, 1992 Page - 7 - <br /> NEW BUSINESS (continued) <br /> F. Resolution Approving Contractual Services Agreement with BSI <br /> Consultants, Inc. , to Provide Assessment Engineering Services. <br /> Council Member Santos asked why this work had to be done by a <br /> consultant. Bill Silva, City Engineer, explained that assessment- <br /> district work is specialized, and the process requires preparation of <br /> a detailed Engineer's Report for every parcel in the City. He said <br /> there are only a handful of engineers throughout the State who do this <br /> work. He described the qualification-based selection process that was <br /> utilized and said BSI has experience in this area. He said it takes a <br /> tremendous amount of work to put the necessary documents together, and <br /> BSI will provide the information to the City on tape and on disks so <br /> the City can update their records in future years. He said timing is <br /> critical to meet the Assessor's Office deadlines to put assessments on <br /> the tax roles. <br /> In response to questions from City Council , Mike Oliver, Acting City <br /> Manager, described the public notice procedures. He said the <br /> Assessment District Engineer will begin to design the Assessment <br /> District and all commercial , residential , and industrial parcels must <br /> be identified and defined. He said staff will be meeting with the <br /> Chamber of Commerce and will begin to prepare presentations for the <br /> community. He said the Preliminary Assessment Report will be presented <br /> to the City Council at their March 2 Work Session; and, at that time, <br /> the Assessment Engineer will ask for direction from the City Council <br /> regarding modifications, including subsidies for low-income property <br /> owners. He said every property owner will then be notified of their <br /> right to protest and the date of the Public Hearing, which will be <br /> conducted in April . <br /> In response to questions from City Council , Steve Meyers, City <br /> Attorney, said the process is highly technical . He said once the <br /> Assessment Engineer has completed the Engineer's Report, if approved, <br /> the City Council will then adopt a resolution to proceed, which is the <br /> first formal action in the Assessment District process. He said the <br /> City Clerk is then ordered by the City Council to provide each property <br /> owner with a notice regarding the right and ability to protest, and a <br /> notice will also be published in The Daily Review. He said the City <br /> Council will set the time and place of the Public Hearing and written <br /> protests will be received. The City Council can decide to proceed with <br /> the Assessment District or to abandon it at that time. <br />
