Minutes - San Leandro City Council Meeting - February 3, 1992 Page - 8 - NEW BUSINESS (continued) Council Member Santos referred to the last paragraph in Minute Order No. 92-4, related to the Assessment District, and quoted, "The City Council further directs staff to investigate and recommend a program to provide subsidies to low- or fixed-income property owners to defray the cost of assessments. " He said the City Council does want to consider those who do not have the financial means to participate in the assessments. The following Resolution was then introduced: RESOLUTION NO. 92-26 (2323) RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH BSI CONSULTANTS, INC. TO PROVIDE ASSESSMENT ENGINEERING SERVICES Introduced by Council Member Glaze, who moved its adoption, seconded by Council Member Santos, and carried by the following called vote: AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) NOES: Mayor Karp ( 1 ) ABSENT: None ( 0 ) Council Member Santos said he feels it is vital for the City Council to do everything necessary to protect the interests of all of . the residents of San Leandro. He spoke regarding an old advertisement for San Leandro that gives an interesting perspective about the community at a time when the community was looking for people and businesses to move into San Leandro. He said it was a time of "can do" and people had the willingness to do what it took to keep their communities strong. He said people now say they don't want to contribute a small amount of time, energy, or money to make San Leandro a better place in which to reside. He discussed President Kennedy's famous quote: "Ask not what your Country can do for you; ask what you can do for your Country." He said people should be asking what they can do for their City. He said taking care of our community now will make it a better place for our children and grandchildren. He said he received a letter from some San Leandro residents who thanked the City Council for their support in the Financial Plan and said they appreciated the quality of life in San Leandro and wanted it to continue for all the young families in the City. They applauded the City Council for their courage in taking action in these difficult times in making difficult decisions.
