Minutes - San Leandro City Council Meeting - February 3, 1992 Page - 8 - <br /> NEW BUSINESS (continued) <br /> Council Member Santos referred to the last paragraph in Minute Order <br /> No. 92-4, related to the Assessment District, and quoted, "The City <br /> Council further directs staff to investigate and recommend a program to <br /> provide subsidies to low- or fixed-income property owners to defray the <br /> cost of assessments. " He said the City Council does want to consider <br /> those who do not have the financial means to participate in the <br /> assessments. <br /> The following Resolution was then introduced: <br /> RESOLUTION NO. 92-26 (2323) <br /> RESOLUTION APPROVING CONTRACTUAL SERVICES AGREEMENT WITH <br /> BSI CONSULTANTS, INC. <br /> TO PROVIDE ASSESSMENT ENGINEERING SERVICES <br /> Introduced by Council Member Glaze, who moved its adoption, seconded by Council <br /> Member Santos, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; ( 6 ) <br /> NOES: Mayor Karp ( 1 ) <br /> ABSENT: None ( 0 ) <br /> Council Member Santos said he feels it is vital for the City Council to <br /> do everything necessary to protect the interests of all of . the <br /> residents of San Leandro. <br /> He spoke regarding an old advertisement for San Leandro that gives an <br /> interesting perspective about the community at a time when the <br /> community was looking for people and businesses to move into San <br /> Leandro. He said it was a time of "can do" and people had the <br /> willingness to do what it took to keep their communities strong. He <br /> said people now say they don't want to contribute a small amount of <br /> time, energy, or money to make San Leandro a better place in which to <br /> reside. He discussed President Kennedy's famous quote: "Ask not what <br /> your Country can do for you; ask what you can do for your Country." <br /> He said people should be asking what they can do for their City. He <br /> said taking care of our community now will make it a better place for <br /> our children and grandchildren. <br /> He said he received a letter from some San Leandro residents who <br /> thanked the City Council for their support in the Financial Plan and <br /> said they appreciated the quality of life in San Leandro and wanted it <br /> to continue for all the young families in the City. They applauded the <br /> City Council for their courage in taking action in these difficult <br /> times in making difficult decisions. <br />
