ORDINANCE NO. 92-03 (1063) <br /> AN ORDINANCE AMENDING <br /> TITLE IV, CHAPTER 13, ARTICLE 1 OF THE <br /> SAN LEANDRO MUNICIPAL CODE <br /> RELATING TO UNCLAIMED PROPERTY <br /> Introduced by Council Member Perry, who moved that it be passed to print, <br /> seconded by Council Member Corbett, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> H. Matter of Discussion of Financial Plan for San Leandro's Future. <br /> Council Member Perry said there was a lot of confusion on this matter, <br /> and it was time to take a "time out. " She said she has talked to a lot <br /> of people regarding the Financial Plan and there are a lot of different <br /> views and a lot of misinformation. She said some people feel the <br /> Assessment Districts violate Proposition 13, some feel it's a tax, and <br /> some feel it is a very minimal cost to pay for service. She said this <br /> is not a matter of "us" and "them" ; it should be all of us working <br /> together. She said all cities are going through financial problems at <br /> this time, and we will see many cities in trouble. She said we need to <br /> balance our budget. She said, as a member of the Finance Committee, <br /> she looked into ways to save money, such as the concept of right- <br /> sizing, consolidation of departments, elimination of management <br /> positions, and various other recommendations which saved $600,000, but <br /> an additional $1 .5 million was still required. She said the community <br /> was told what was happening, and we need to continue to communicate <br /> with the community. She said the City Council needs to make informed <br /> decisions and said the City Manager should come back to the City <br /> Council with an alternative budget for Fiscal Year 1992-93. She <br /> stressed the importance of public trust and the need for advice from <br /> the public. <br /> Council Member Perry made a motion, seconded by Council Member <br /> Polvorosa, to rescind Resolution No. 92-24, Relating to Disaster <br /> Preparedness Facilities and Services District, Resolution No. 92-25 <br /> Related to Essential Facilities and Services District, Resolution No. <br /> 92-26, Relating to the Contractual Services Agreement with BSI <br /> Consultants, Inc. , and Ordinance No. 92-02, an Ordinance enabling the <br /> City to form the Assessment Districts. <br /> Council Member Santos said there was a possibility of the Ordinance <br /> being the subject of a referendum and going to the public for a vote. <br /> He said the City Manager's Office will be required to prepare an <br />
