He also discussed making low-cost, cosmetic <br /> modifications to the South Offices. He discussed motorcycle parking, <br /> securing the Police parking lot, landscaping on California and <br /> surrounding streets, and provision of a covered walk-way between the <br /> South Offices and the Council Chambers. <br /> Mr. Oliver explained the requested motion and said it would authorize <br /> staff to take the necessary steps to begin the property-acquisition <br /> process, but not to actually purchase property, and would also allow <br /> the City Manager to enter into agreements with subcontractors, such as <br /> the Seismic Engineer. He said the amount of the Consultant Services <br /> Agreement is within the funds designated in reserves and is within <br /> budget. <br /> Bill McCammon, Project Manager, said the project has been divided into <br /> phases and is now in the construction-document phase. He said once <br /> developed it would go to bid and then be built. He said funds expended <br /> to date include the General Development Precise Development Plan and <br /> design drawings, which included work by subcontractors such as soils <br /> reports, North Block asbestos report and appraisals, tank removal , etc. <br /> He said it is estimated to cost $438,000 to complete the design <br /> drawings. <br /> Mayor Karp asked when the final drawings would be done. Mr. Abramson <br /> said by the first week in May for the addition only, and work on <br /> drawings for the existing City Hall would start in November, so the <br /> timing on the rehabilitation can be started at any time. He explained <br /> how employees would be shifted during the rehabilitation. <br /> The City Council also asked questions about computer locations, seismic <br /> drawings, structural reports, etc. <br /> The Hearing was then opened to the public. <br /> Francis Fuesco, 866 Lafayette, said no one feels a life lost in an <br /> earthquake can be replaced; however, she feels there are a lot of <br /> missing components, particularly the seismic report. She said the City <br /> Council should get its priorities straight. She said they need to size <br /> up and shore up buildings in San Leandro that serve the public, but <br /> they should hear from more than one company. She said they should use <br /> temporary quarters, such as the old awning company across the street or <br /> trailers, and look at all seismic issues rather than expend funds on <br /> landscaping, walkways, or other cosmetic beautification issues. <br /> There being no further comments from the public, on motion of Council <br /> Member Santos, seconded by Council Member Faria, and carried <br /> unanimously, the Public Hearing was closed. <br />
