Matter of PD-91-01 PDP; Planned Unit Development Precise Development <br /> Plan; for the Renovation of the Civic Center, Which Includes a Two- <br /> Story, 29,405-Sq.-Foot Expansion to the Existing City Hall , <br /> Modifications to the Existing Building and Parking Lots, Including <br /> Seismic Retrofitting Work, and Additional On-Site Landscaping; <br /> Assessor's Parcel Numbers 75-164-1-3, 4-6, 4-7, 4-8; 75-165-59-1; 75- <br /> 172-2-3, 3-2, 4, 5, 6-2, 6-4, 6-6, 6-7, 6-8 and 8; 835-999 East 14th <br /> Street; City of San Leandro c/o Pacific Union (Jeff Abramson) ; CC <br /> (Civic Center) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Elmer Penaranda, Assistant Planner, said the General <br /> Development Plan had gone to Hearing and there had been a favorable <br /> response. He said the Planning Commission recommends approval of the <br /> Precise Development Plan. He said the Plan improves service to the <br /> public, improves conditions for employees, and improves the City's <br /> image and the appearance of the area. He highlighted improvements such <br /> as plaza areas, the proposed addition, parking, landscaping, lamp and <br /> trellis work, and cosmetic work on the Public Safety Building. He said <br /> the Plan is consistent with the quality of the North Area. <br /> Jeff Abramson, Pacific Union Ventures, spoke regarding the seismic <br /> issue. He said the City is currently undertaking a seismic study of <br /> all City buildings. He said the existing City Hall building is fixable <br /> and it makes financial sense to retrofit it rather than to tear it <br /> down. He said in order to do the retrofit work the building should be <br /> vacated because the work will consist of stiffening the corners of the <br /> building with cross bracing to keep the walls from moving and the floor <br /> from dropping. <br /> Dick Dreyer, Culley Associates, the firm conducting the seismic work, <br /> said they have a lot of experience in this work and have performed <br /> between 400-500 similar projects over the last 15 years. <br /> Mayor Karp asked what the firm has seen in the City Hall building. Mr. <br /> Dryer said he had concerns regarding the original City Hall that was <br /> built in 1938. He said the primary concern is the number of concrete <br /> walls sitting on columns and the flexibility of the floor and roof <br /> diaphragms. He said the walls cannot take a lot of distortion, and a <br /> shake of any substantial force will distort the frames and cause <br /> failure. He said there are similar situations in both the old building <br /> and the addition. <br /> Jeff Abramson discussed the one-stop shopping concept. He said the <br /> one-stop shopping in other cities has been reviewed and incorporated <br /> into this program. He said the intention is to have a Coordinator who <br /> would bring the necessary City employees to the public, rather than <br /> sending the public from building to building.
