Minutes - San Leandro City Council Meeting - March 5, 1992 Page - 10 - <br /> PUBLIC HEARINGS (continued) <br /> 5) That the Council has held a hearing as required by Resolution No. <br /> 70-48, and <br /> 6) That the Council now makes the following determination: <br /> The Council adopts the position of the City's negotiators. <br /> Motion #2 - Union's Position <br /> After listening to the presentations of the City negotiators and the <br /> representatives of the SLPOA and SLFFA, and any public comments, the <br /> Council finds: <br /> 1) That the Council has heard the presentations of both parties and any <br /> public comments, . _ <br /> 2) That the parties are at an impasse, as defined in Resolution No. 70- <br /> 48, <br /> 3) That the parties were unable to agree on a specific impasse <br /> procedure, <br /> 4) That the matter has been referred to the Council by the City's <br /> representative, <br /> 5) That the Council has held a hearing as required by Resolution No. <br /> 70-48, and <br /> 6) That the Council now makes the following determination: <br /> The Council adopts the position of the SLPOA and SLFFA. <br /> Mr. Meyers said there are no grounds for further discussion or <br /> modifications to the language. He said it is his opinion that, since <br /> this is an impasse hearing, it is not appropriate for the City Council <br /> to entertain modifications of the language presented. He said the <br /> language for the companion measure is included in the Resolution and, <br /> if the City's position motion is adopted, approval of the Resolution <br /> would be the Council 's next action. <br /> Council Member Glaze asked if the FFA/POA could be asked to pull their <br /> measure from the June ballot and put it on the November ballot. <br /> Mr. Meyers said he felt there was no one at this meeting authorized by <br /> the FFA and POA to do so. He said the petitions were duly submitted to <br /> the City Clerk on behalf of the voters of San Leandro, and it was <br /> beyond the Associations' power to change. <br />
