Minutes - San Leandro City Council Meeting - March 5, 1992 Page - 12 - PUBLIC HEARINGS (continued) Council Member Santos said when he was elected he did not have the support of the FFA and POA. He said after being elected he was called to a meeting, and it was proposed to him that, since he didn't have FFA/POA support, and since the Police Chief and Fire Chief were about to retire, he could bring into the open support for a Public Safety Program. He said he did not do that and would not do so during his time on the City Council . He said he agrees the City's Public Safety personnel are fine people. He said he has personally been assisted by them in two incidents involving his family members, and he commends them for their action. He said every citizen in San Leandro has tremendous respect for them. He said he wishes something else could have been worked out. He said he feels the people should have the opportunity to vote on both measures. Council Member.G.laze-said i.t.-is_a_sad_commentary_when_.employer-employee relations get to this point and either side has to propose a measure. He said meet and confer is a process carried out in good faith and it ultimately all comes to the City Council . He said he hopes in the time remaining, staff will continue to negotiate and will meet and discuss. He said he hopes, if the Hathaway amendment is withdrawn, the City will withdraw its proposal . He said when cities have binding arbitration it goes against them. He said when it has to go to an outside party or the voters, it's no longer meet and confer and no longer a good relationship between the City and its labor forces. He noted two other referendums which have come in to the City and said the people said they want a vote of the people, so this is in line with the wishes of the public. On motion by Council Member Santos, seconded by Council Member Glaze, the following Resolution was then introduced: RESOLUTION NO. 92-56 RESOLUTION REPEALING RESOLUTION NO. 92-55 AND CALLING A SPECIAL MUNICIPAL ELECTION TO BE HELD ON JUNE 2, 1992 FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS TWO PROPOSALS FOR AMENDMENT OF THE CITY CHARTER; DIRECTING THAT NOTICE OF SAID ELECTION BE GIVEN; AND REQUESTING THAT THE ALAMEDA COUNTY BOARD OF SUPERVISORS PERMIT THE CONSOLIDATION OF SAID MUNICIPAL ELECTION WITH THE STATEWIDE ELECTION TO BE HELD ON JUNE 2, 1992 Introduced by Council Member Santos, who moved its adoption, seconded by Council Member Glaze, and carried by the following called vote: Ayes: Council Members Faria, Polvorosa, Glaze, Corbett, Santos; ( 6 ) Mayor Karp Noes: Council Member Perry ( 1 ) Absent: None ( 0 )
