Minutes - San Leandro City Council Meeting - March 5, 1992 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Santos said when he was elected he did not have the <br /> support of the FFA and POA. He said after being elected he was called <br /> to a meeting, and it was proposed to him that, since he didn't have <br /> FFA/POA support, and since the Police Chief and Fire Chief were about <br /> to retire, he could bring into the open support for a Public Safety <br /> Program. He said he did not do that and would not do so during his <br /> time on the City Council . He said he agrees the City's Public Safety <br /> personnel are fine people. He said he has personally been assisted by <br /> them in two incidents involving his family members, and he commends <br /> them for their action. He said every citizen in San Leandro has <br /> tremendous respect for them. He said he wishes something else could <br /> have been worked out. He said he feels the people should have the <br /> opportunity to vote on both measures. <br /> Council Member.G.laze-said i.t.-is_a_sad_commentary_when_.employer-employee <br /> relations get to this point and either side has to propose a measure. <br /> He said meet and confer is a process carried out in good faith and it <br /> ultimately all comes to the City Council . He said he hopes in the time <br /> remaining, staff will continue to negotiate and will meet and discuss. <br /> He said he hopes, if the Hathaway amendment is withdrawn, the City will <br /> withdraw its proposal . He said when cities have binding arbitration it <br /> goes against them. He said when it has to go to an outside party or <br /> the voters, it's no longer meet and confer and no longer a good <br /> relationship between the City and its labor forces. He noted two other <br /> referendums which have come in to the City and said the people said <br /> they want a vote of the people, so this is in line with the wishes of <br /> the public. <br /> On motion by Council Member Santos, seconded by Council Member Glaze, <br /> the following Resolution was then introduced: <br /> RESOLUTION NO. 92-56 <br /> RESOLUTION REPEALING RESOLUTION NO. 92-55 <br /> AND CALLING A SPECIAL MUNICIPAL ELECTION TO BE <br /> HELD ON JUNE 2, 1992 FOR THE PURPOSE OF SUBMITTING <br /> TO THE ELECTORS TWO PROPOSALS FOR AMENDMENT OF <br /> THE CITY CHARTER; DIRECTING THAT NOTICE OF SAID <br /> ELECTION BE GIVEN; AND REQUESTING THAT THE <br /> ALAMEDA COUNTY BOARD OF SUPERVISORS PERMIT THE <br /> CONSOLIDATION OF SAID MUNICIPAL ELECTION WITH <br /> THE STATEWIDE ELECTION TO BE HELD ON JUNE 2, 1992 <br /> Introduced by Council Member Santos, who moved its adoption, seconded by Council <br /> Member Glaze, and carried by the following called vote: <br /> Ayes: Council Members Faria, Polvorosa, Glaze, Corbett, Santos; ( 6 ) <br /> Mayor Karp <br /> Noes: Council Member Perry ( 1 ) <br /> Absent: None ( 0 ) <br />
