Minutes - San Leandro City Council Meeting - March 16, 1992 Page - 21 - <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Santos spoke regarding the recent trip to Washington, <br /> D.C. He said the trip was highly successful . He said they met with <br /> Congressman Stark and his staff regarding problems with the City's <br /> shoreline, including the dredge spoils site and restoration of the <br /> habitat area. He said Mike Oliver met with Congressman Stark and his <br /> staff and will be preparing a position paper for Congressman Stark's <br /> chief liaison officer. <br /> Council Member Santos said he has learned there is a private company <br /> that manages marinas in Maryland and New York and also does business in <br /> San Leandro. He said it might be time for the City to look into <br /> privatization for the marina. He said this would be right up the <br /> Chamber of Commerce's alley. He said he feels the shoreline is <br /> becoming a major liability and privatization may be one answer. He <br /> also suggested that, perhaps, charging for parking at the marina <br /> complex should be considered to provide revenue. <br /> B. Council Member Glaze said at the recent Mayors' Conference the Mayor <br /> asked that cities start to consider areas related to transportation to <br /> bring up to the MTC and Congestion Management. <br /> Council Member Glaze suggested the installation of bike lanes adjacent <br /> to railroad tracks on the railroad right of way would be an appropriate <br /> project. He said railroads have approximately 100 feet of right of way <br /> from the tracks, and they are natural locations for bicycle lanes. He <br /> said there are miles of such areas between San Leandro and Hayward and <br /> it would be another mode of transportation. <br /> Mayor Karp said this has been discussed with the railroads in the past <br /> and it is difficult to persuade them to allow anyone to use their <br /> property, but he would look into this matter again. <br /> C. Council Member Polvorosa said the recent trip to Washington, D.C. , was <br /> his first trip, that it was definitely a working session, with sessions <br /> in both the mornings and the afternoons. He said the meeting with <br /> Congressman Stark was fruitful , and he thinks the City will be able to <br /> get dredging funds. <br /> D. Council Member Perry said next week a number of Council Members would <br /> be readers at the elementary schools as part of the Partnership in <br /> Education Program. <br /> E. Council Member Perry spoke regarding the ABAG General Assembly which <br /> will be held Thursday, March 19, 1992. She said there would be four <br /> presentations regarding regionalization by four different groups, and <br /> she would bring back information to the City Council . She said concern <br /> was expressed that the process to make presentations on regionalization <br /> be opened up and not just made available for the four groups. <br />
