Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> consideration of the Development Plan; the memorandum regarding <br /> clarifications to the Final EIR; the Resolution recommending <br /> certification of the Final EIR; the Resolution recommending amendment <br /> to the "S" Review Criteria #5; Planning Commission Resolution <br /> Recommending Approval of the General Development Plan with the <br /> Conditions of Approval ; Revised General Development Plan text; staff <br /> report to Planning Commission dated February 28, 1992, with a detailed <br /> analysis providing review of project alternatives; Minutes from seven <br /> Planning Commission Meetings; review of the Fiscal Analysis and <br /> Response; and two staff memorandums responding to comments raised at <br /> the Public Hearings. <br /> He said the Planning Commission and staff recommended approval of the <br /> project with Conditions. He said the developer has expressed concern <br /> regarding the Planning Commission recommendation for five units maximum <br /> for attached units. He said the Planning Commission feels only five <br /> units will provide a more open look. He noted staff feels the General <br /> Development Plan information in this area is not conclusive enough to <br /> determine the number of units in the attached units and recommends <br /> waiting until the Precise Development Plan is prepared to make this <br /> determination. He said staff recommends Condition #19 of the <br /> Conditions of Approval , found on page 82 in the Public Hearing packet, <br /> be removed. <br /> John Jermanis, Finance Director, spoke regarding the Fiscal Analysis. <br /> He said the analysis is in two parts. He said, first, it analyzes <br /> General Fund revenue against expenditures over a 10-year period and <br /> indicates there would be a $10,000 surplus, increasing to $230,000 in <br /> 1998. He said at that point it would decline because it has been <br /> figured in constant 1991 dollars. He said over time expenditures would <br /> catch up with revenue and would level off. He said in terms of <br /> contribution, the Plan notes there will be $1 .5 million in <br /> contributions and improvements related to the shoreline area. He said <br /> an assessment district would need to be formed. He said revenue <br /> sources and allocations are reasonable. He noted San Leandro now has <br /> one of the lowest property taxes in the State, and only 15% of the <br /> General Fund is funded through property taxes. He said San Leandro has <br /> an unusually high per capita sales tax. He said the sales tax figure <br /> used in the analysis is relatively low. He said real property transfer <br /> tax assumes there would not be much change in value over the life of <br /> the project. He said the motor vehicle in-lieu fee taxes are hard to <br /> assess, and he noted the cigarette tax monies will probably be taken <br /> away from cities. He said the revenue estimates are conservative and <br /> expenditure estimates are done on a per capita basis and they cost <br /> less. He said, on balance, the analysis accurately reflects revenue <br /> and expenditures. <br />
