Audrey Albers, 2037 Marina Court, San Leandro, CA 94577. <br /> This being the time and place for the Public Hearing on the above <br /> matter, June Catalano, Building and Planning Department Director, said <br /> this project has been before the City for over a decade. She said <br /> Citation Homes purchased the property in the late 1970's at which time <br /> it became clear some development would be desired by the property <br /> owner. She said over the next ten years the City worked with various <br /> State and Federal agencies. In 1991 there was a proposal to develop <br /> approximately 100 acres for residential development, with the remainder <br /> being left for open space. She said the property owners submitted an <br /> application for a General Development Plan. She said in late 1991 LSA <br /> Company began <br /> the process of systematically evaluating the <br /> environmental impacts on the site. She gave the names of the experts <br /> who would be providing information on behalf of the City. <br /> Council Members Glaze and Polvorosa noted they had visited the site <br /> after the last Work Session with engineers from Bissell and Karn to <br /> review the drainage plan. <br /> Steve Emslie, Planning Manager, spoke regarding General Plan policies <br /> as they related to Robert's Landing. He said the proposal is <br /> consistent with the City's basic land-use policy. It provides a range <br /> of housing types and prices to meet the City's goal of providing <br /> housing suitable for higher levels. He said the proposal is within the <br /> maximum density levels. He said the proposed project improves the <br /> jobs/housing balance by providing housing closer to work. He said the <br /> proposal improves the environment because, if the project is not <br /> approved, the surrounding habitat area will continue to degrade. He <br /> said the project preserves open space by dedication. He said the <br /> project is in conformance with the General Plan and the Zoning Code. <br /> He reviewed the various staff report documents that were included in <br /> the report to the City Council , including the staff memorandum to the <br /> City Council providing an overview of the Planning Commission; <br />
