Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 20 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked if he was aware of the Port of Oakland <br /> letter. Mike Oliver, City Manager, said the City received the letter <br /> from the Port of Oakland regarding their concerns. He said staff and <br /> the developer have met and will continue to meet with the airport to <br /> discuss their concerns. <br /> Council Member Perry asked that staff provide updates on the airport <br /> expansion as they occur. <br /> Council Member Faria noted the Public Comment period was extended to 52 <br /> days, but a letter was just received from the airport today. Mr. <br /> Oliver said staff has met with the airport. <br /> Don Javet, Soils Engineer, said he is a Geotechnical Engineer and <br /> started his practice in 1954. He has worked on this project since <br /> 1985. He said 105 borings have been done in the area, more than 50 of <br /> those in the area to be developed. He said 23 were done in 1985 and <br /> the rest this year. He said he evaluated the settlement <br /> characteristics on the site and the strength of the fill . He said all <br /> buildings must be constructed to the highest standards of the Building <br /> Code. He said since the site has been filled for over 30 years <br /> settlement has already occurred. He said settlement that would occur <br /> from additional fill would only be about an inch or so over a period of <br /> 2-3 years. He said his information has been used by Bissell and Karn <br /> in laying out the plans. <br /> Council Member Santos asked if Mr. Javet had looked at the nearby <br /> Marina Faire area which had been constructed in 1963. Council Member <br /> Santos said since then the Uniform Building Code has been upgraded. <br /> Mr. Javet said regulations related to single-family residences have not <br /> changed significantly, and there is no change related to fills over bay <br /> mud. He said Robert's Landing is a reasonably good setting because <br /> there is thin mud and old fill . <br /> In response to questions from Council Member Perry, Mr. Javet said he <br /> did not foresee moisture content changing as the tidal action is <br /> restored. He said fill settlement is a one-way process and development <br /> on adjacent wetlands would not affect the underlying soils. <br /> Mayor Karp thanked the Planning Commission for the four Public Hearings <br /> they have conducted on this project and for the abundance of <br /> information and documentation, as well as the eight additional meetings <br /> they have conducted. <br /> The Hearing was then opened to the public, with a three-minute time <br /> limit established by Mayor Karp. <br />
