Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> Ed Alvarez, Vice President of Citation, said he wished to hold his <br /> comments until the end. <br /> Barbara Samaniego, President of the San Leandro Chamber of Commerce, <br /> 2240 Strang Avenue, read a letter from the Executive Committee of the <br /> Chamber of Commerce. She said the Chamber Executive Committee and Land <br /> Use Committee had had several meetings with Mr. Alvarez to review the <br /> Development Plan. She said there is a need for additional residential <br /> development to attract employees of businesses presently in San Leandro <br /> as well as those interested in moving to the City. She said the <br /> Chamber unanimously endorses the approval of the Robert's Landing <br /> project upon the execution of a satisfactory impact mitigation <br /> agreement for the San Leandro Unified School District, along with <br /> proper traffic mitigation of the Wicks and Lewelling intersection. <br /> Lafe Ness, 2727 Marina Boulevard, said he is a member of organized <br /> labor. He said many of his members are San Leandro residents who would <br /> move back to this area if this project were developed. He said this is <br /> one of the nicest areas in San Leandro. On weekends he and his child <br /> walk the shoreline, and he said it is one of the jewels of the area. <br /> He said, however, at the end of the walkway the Robert's Landing area <br /> has become a garbage pit. He said he cannot encourage the Council more <br /> to put in housing and clean up the area. <br /> Myron Pederson, 22491 Ralston Place, Hayward, representing Operating <br /> Engineers, Local 3, said a lot has been said about degradation of the <br /> environment but the site is degraded right now. He said it contains <br /> tires and rubble and noted the City had to put up a gate on Lewelling <br /> Boulevard to stop people from dumping in the area. He said Citation <br /> should be permitted to build and they will restore the area, including <br /> 350 acres that are not going to be built on. <br /> Richard Tubbs, Superintendent, San Leandro Unified School District, <br /> said Robert's Landing will have a major impact on the School District, <br /> especially in the matter of facilities. He said the District has been <br /> meeting with Citation and have not yet come to agreement on how to <br /> mitigate the impact but are continuing to meet and will , hopefully, <br /> come to agreement. He said they were not notified about the Planning <br /> Commission Hearings and were unable to get data, but they have been <br /> meeting with the City Manager. <br /> Council Member Santos asked what the needs of the School District are. <br /> Superintendent Tubbs said they estimate 600 students resulting in the <br /> need for 20 classrooms, primarily at the elementary and middle school <br /> level . He said they believe additional high school students could be <br /> accommodated. He said new students would attend primarily Madison and <br /> John Muir. He said there are 10 classrooms available at Madison, but <br /> an additional 18 classroom facilities would be required. <br />
