Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 28 - <br /> PUBLIC HEARINGS (continued) <br /> Douglas Perry, Representing Union Publications, 653 Wellesley Avenue, <br /> Kensington, said he publishes a journeyman newspaper for the Building <br /> Trades Council . He said they support the project and housing is needed <br /> for the Bay Area. He said this project adds housing, reduces <br /> commuting, and reduces air pollution. He said jobs are needed, <br /> especially with cutbacks in the aerospace and defense industries and <br /> requested that the City Council approve the project. <br /> Carlos Yrueta, Basic Drywall and Painting, 939 Augusta Drive, Moraga, <br /> said he was a San Leandro resident from 1950-87 and his family has had <br /> a drywall and painting business in San Leandro since 1948. He said <br /> they support the project, most of his employees travel from Modesto and <br /> Manteca, and he can see that some of them would be able to move back <br /> here if the project were constructed. He said the project would also <br /> employ people. <br /> Gary Zimmerman, CALM, and an economist, 2113 Manchester Road, spoke <br /> regarding the Fiscal Analysis on the project. He said the EIR is <br /> incorrect regarding the number of people per house in the Lake Chabot <br /> Terrace project. He said Robert's Landing claims there would be only <br /> 2.39 persons per house. He said the figure used should be 3 persons <br /> per house. He said the Fiscal Analysis grossly underestimates the <br /> population of the project so it underestimates expenses by <br /> approximately 20%. He said this would eliminate all revenue. He said <br /> the General Plan points out residential developments don't pay their <br /> own way. He said the discount rate of 2.4% used in the Fiscal Analysis <br /> was also too low. He said it over estimates any net benefits to the <br /> City. He said there are no real benefits. He said the Financial <br /> Analysis was difficult to study because it came after the period for <br /> EIR comments closed. <br /> Council Member Santos asked if Mr. Zimmerman lived here. Mr. Zimmerman <br /> said he did not. Council Member Santos asked how Mr. Zimmerman <br /> anticipated the City would pay for mandated expenses. Mr. Zimmerman <br /> asked who would be responsible if a plane landed in the Robert's <br /> Landing area or if there were seismic problems. He said it is a <br /> geologically unstable area. <br /> Council Member Perry asked questions regarding the per-person figure <br /> and the numbers used in the EIR. She said she would be interested in <br /> seeing Mr. Zimmerman's figures. <br /> Council Member Faria asked if under Mr. Zimmerman's scenario Washington <br /> Manor would be built today. <br /> Council Member Santos said there is an estimate that there will be 10 <br /> million additional people in the State soon and asked where you would <br /> put them. <br />
